#7: FOR PRELIMINARY PLAT ~ C[~ NU~ AND THEN CASE OF MR. PAUL BEE~ILS By: Anne L. Norris, C~ty Develolmm. nt Director Background: As you know, Mr. Paul Bertils is requesting preliminary plat approval of the 40 acres located north of 167th Avenue N.W., west of Cty. l~d. #5. The orcel is located in the R1-R Besidential District which requires a minim~ t size of 2.5 acres. The proposed plat contains 14 lots, each at least 2.5 acres in size. Mr. Bertils is proposing to construct Garnet Street and 168th Avenue N.W. for access to this plat. In addition, Mr. Bertils is proposing to construct temporary cul-de-sacs on these streets for future develol~nent of adjacent property. For your information, enclosed are the following items: a) Site location map b) Proposed preliminary plat c) Proposed grading and drainage plan d) City Engineer's letter dated December 29, 1986 e) City Engineer's letter dated February 3, 1987 f) Soil boring information Observations: The Road and Bridge Committee of the City Council has recommended that 167th Avenue N.W. remain as an Minnesota State Aid Street. Aoquisition for improv~mm_nt of this road may start in 1987. The Park Commission reviewed Mr. Bertils proposed plat on October 9, 1986 and recommended that the City require park fees to satisfy the City's park dedication requirements. In his letter dated February 3, 1987, the City Engineer has requested that additional soil borings and percolation tests be c~mpleted on the subject property to justify that the soils are appropriate for on-site septic systems. The City Engineer has recommended that these tests be provided prior to preliminary plat approval. Recc~m~dations: Ommission Action: Will be based on Commission discussion.
