cc~mission. Councilmember Cox agreed and directed that the ordinance be
drafted acoordingly.

Motion carried. Voting Yes: Mayor Retmann, Councilmembers Sorteberg, Cox,
DeLuca and Pearson. Voting No: None.

b) City Policy_ l~_ardin~_ Sanding RDads -

Mayor Reimann stated that he received a call regarding Ramsey's response time
to sanding in icy conditions and he has discussed the matter with la,liCe Chief
Auspos, Public Works Superintendent Mevissen and City Administrator Hartley.

Mr. Goodrich stated that statutes say that the city does not have liability for
sanding slippery and snowy areas; h~w reliable this is nc~ and in the future is
not known. Mr. Goodrich stated that when the city knows slippery conditions
exist., it is important that the city do s~mething about it. The city is not
expected to eliminate slippery areas 100%, but must do what is reasonable to
remedy the conditions, especially upon receiving calls of dangerous areas.

Mr. Hartley stated that he, Mr. Auspos and Mr. Mevissen have discussed fine
tuning the process for determining when it is necessary to call out the sanding
crews. When the city gets a call of slippery conditions, an officer will
proceed to judge whether or not there is justifiction to call out the sanding
crews and act accordingly. If more than one oomplaint is received, the officer
will rethink his judgement; there bas to be a balance between calling out the
crews at any time and when it is dangerous. During normal working hours, the
sanding crews will be informed of slippery areas and they will respond as soon
as reasonable and upon officer direction, immediately.

Mayor Reimann stated that he feels this policy is sufficient and wanted other
councilm~mbers to be aware of it.

c)

Discussion regarding_ mayor's state-of-the-city address and Council goals
and objectives for 1987 -

Mayor Reimann requested councilmembers to be prepared to state their 1987 goals
and objectives at the January 27 council meeting.

Mr. Goodrich noted that the city charter also requires that the make give a
state-of-the-city report.

d) Inad _equacies in most recent issue of N.W. Bell Anoka area telephone

Councilmember Cox noted that the new phone book has a picture of the old Ramsey
Town ~11 on the cover but information within the book is inadequate with
respect to Ramsey.

Council directed Mr. Hartley to prepare a letter to N.W. Bell informing them of
the inadequacies contained in the Anoka area phone.book with respect to
Ramsey.

City Council/January 6, 1987
