Page Z

· Establish~ent of development restrictions (zoning and/or covenants}
. Ti~ing and marketability related to original cost

· Cost of imprcvements

· Potential sale price relative to the rest of the market

Public Concerns

· Compatibility with its surroundings

· All of the above mentioned points

· If all these concerns are common to both parties - why do we
have poor design, out-of-phase, etc?

Reasons

1. Failure of community to know where and how it wishes to
grow and to integrate subdivision regulations and review
process into community wioe goals and policies as part of
the comp plan process.

2. Lack of un. derstanding on the part of local government as
to how to develop and use subdivision regulations.

3. Failure on part of local government to establish adequate
procedures for reviewing subdivisions for quality; must local
governments merely check for technical compliance.

4. Lack of knowledge of the natural and man-made resources that
should determine the nature of the subdivision:
5. Lack of expertise in both preparing and reviewing subdivision
proposals.

6. Lack of awareness to turn down subdivision which is unwarranted
or unserviceable - don't be afraid to say no!

· 7· Complacency of financial institutions - lack of awareness of
changing living enviror~nents that can result in better site
planning.

8. Trea~nent of subdivision plat, site planning and building
designs as separate'functions {partially overcome by Planned Unit
Development process).

III. Elements of Subdivision Ordinance

First - Develop con~nunity goals and objectives expressed through
comp plan

- Don't imitate others necessarily

- Involve every sector of the ccm~nunity

- Know how the pieces fit - what to perserve, what to achieve
for.quality in develo~xnent, and how are you going to finance
it all
