DIS~3SSION P~F~%RDING ~3RAL RESIDENTIAL DENSITIES; <br />By: Anne Norris, ~ty Development Director <br /> <br />CASE %6: <br /> <br />~c~round: <br /> <br />As you know, the Metropolitan Council has established a rural residential <br />density standard of one residential unit for every ten acres. In Ramsey, the <br />existing rural residential density is approximately one residential unit for <br />every 4 acres. Based on comments and concerns from communities trying to <br />interpret this policy, Metropolitan Council staff is reviewing their rural <br />residential density guidelines. <br /> <br />Metropolitan Council staff has stated that they feel that the one in ten <br />density standard will re~ain in effect in order to retain the rural character <br />and also to minimize the premature extension of services (such as sanitary <br />sewer, municipal water, etc.) to these areas. However~ Metropolitan Council <br />staff is considering the use of performance standards to allowcommunities some <br />flexibility in their administration of the rural residential density standard. <br />Met Council staff is proposing that communities use performance standards to <br />determine whether a proposed development will have any detrimental impacts on <br />the community and if not, the community may all~ a higher density development. <br />These performance standards would address concerns regarding on-site sewage <br />disposal systems, demands for new City streets and other services, and the <br />impact of thedevelo~ment on environmental concerns. <br /> <br />Metropolitan Council staff would like you to consider this and provide any <br />comments you may have regarding this interpretation of the rural residential <br />density standard. <br /> <br />~a~xm~_ndation: <br /> <br />Commission Action: <br /> <br />Will be based on your discussion. <br /> <br />Review Checklist: <br /> <br />Administrator <br />Attorney <br />Engineer <br />Community Development Director <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Superintendent <br />Other <br /> <br /> <br />
