Root and stated that he and Hr. ~oot <br />did not have time to respond to the new condtional use permit that was drafted <br />as they just received it today. Hr. Ylitalo stated that it was his <br />understanding that the ordinance does not specifically require blacktop or <br />concrete surfacing of parking areas; if the traprock that was applied does not <br />qualify as durable, dust-free, then what besides blacktop or concrete does? <br /> <br />City Engineer Raatikka stated that even though the ordinance does not say <br />concrete or blacktop, he interprets 'paved. with a durable, dust-free' <br />nmterial to mean bituminous or concrete. <br /> <br />Hr, Ylitalo stated that the minutes of a prior council meeting regarding this <br />same issue reflect that ordinance does not require blacktop or concrete. <br /> <br />Hr. Goodrich replied that the ordinance does not specifically require blacktop <br />or concrete; it requires paving with so~ething that is durable and dust-free. <br />The engineer has determined that the traprock Hr. Root used is not durable and <br />dust-free. Council can either grant a variance accepting the traprock; <br />require another surfacing material and a bond to insure it is accomplished; or <br />Hr. Root can apply another ~aterial that vi11 meet 'durable, dust-free** <br /> <br />Notion by Councilmember Sorteberg and seconded by Councilmember DeLuca to <br />require that Hr. Gerald Root surface the driveway and parking area at his <br />automobile sales and rep·ir business located at 14700 Nowthen Blvd. N.~. by <br />June 1, 1987 and that Hr. Root provide the City with an escrow, in an a~ount to <br />be determined by the City Engineer, to insure accomplishment of surfacing. <br /> <br />Further Discussion: Hr, Goodrich stated that Hr. Root should be given a <br />deadline for providing the escrow. Hr. Ylitalo stated that providin~ an escrow <br />would be a hardship for Hr. Root as it would tie up his money until the next <br />construction season and his business is not doing well. <br /> <br />Notion carried. Voting Yes: Nayor Rei~nann, Councilmembers Sorteberg, Cox, <br />$chlueter and DeLuca. Voting No: None. <br /> <br />Council consensus was that Hr. Root has until January 1, 1987 to provide the <br />escrow. Hr. Raatikka stated that he will determine the escrow amount this <br />evening. <br /> <br />Nayor Reimann noted that the ordinance requires paving of both driveway and <br />parking area. <br /> <br />Councilmember Cox noted that if Hr.
