Nr. Hartley stated that Council withheld $1500.00 fro~ Deloitte, Raskins & <br />~ells payment for the 1985 audit until a more detailed explanation for the <br />additional costs wes provided; that explanation has been ~eceived. <br /> <br />Notion by Flayor Reimann and seconded by Councilmember Cox to accept the <br />justification for the $1500 additional 1985 audit costs submitted by Deloitte, <br />Haskins and Sells and approve inclusion of same in the bills list. <br /> <br />Notion carried. Voting Yesl Nayor Reimann, Councilmembers Sorteberg, Cox, <br />$chlueter and DeLuca. Voting No: None. <br /> <br />~ Authorization To Proceed With Airport Zoning: <br /> <br />Hr. Hartley stated that other communities are effected by airport zoning but <br />since a majority of the area to be affected is R~unsey, Nr. Goodrich and Hr. <br />Otto are recommending that ILamsey take the in-house approach to zoning rather <br />than having a joint zoning board that includes all of the other affected <br />entities making decisions about the majority of Ramsay. Ramsay has previously <br />entered into a contract with Hakanson/Anderson which includes the cost of <br />zoning work; it is a matter of determining which approach to zoning should be <br />used. <br /> <br />Notion by Councilmember Cox and seconded by Councilme~ber Sorteberg directing <br />City Staff to proceed with the development of draft zoning ordinances according <br />to the authority granted in Ninnesota Statute 360.063, Subdivision 1. <br /> <br />Notion carried. Voting Yes: Nayor Reimann, Councilmembera Sorteberg, Cox, <br />Schlueter and DeLuca. Voting No: None. <br /> <br />HAYORA~D COUNCIL INPU~ <br /> <br />a) <br /> <br />Councilmember Schlueter stated that she has received a call from a resident <br />stating his concern with an abandoned home on 175th and Unicorn, with the <br />wide variety of home values in that particular area, with builders <br />continuing to build homes of much lesser value than what seems to be <br />established for that area, and the devaluation to property if these thin&s <br />continue. <br /> <br />Nr. Goodrich stated that the citizen can contact City Staff regarding the <br />abandoned home and action can be taken, especially if there is a safety <br />hazard. The City can't do anything to control home size and value in a <br />subdivision as long as it meets minimum code and there are no restrictive <br />covenances for that particular subdivision. <br /> <br />Councilmemher Schlueter stated that the resident also has concerns with a <br />home being built on l?Sth Lane; that work on the home appears to have <br />stopped and shingles have not been applied to the roof. <br /> <br />Councilm~n_her Sorteberg stated that the City cannot take action until the <br />work stoppage has existed for 6 months. <br /> <br />c) Nayor Reimann noted that Hr.
