If the ft~ture extension of the sanitary trunk sewer is considered a priority and funding
for it is to come from a substantial contribution from this developer, it seems
appropriate that the saaitary'irunk sewer cost be funded through contribution fi.om the
City's trunk fund. On the other hand, the potential for additional development
directly adjacent to Alpine Acres appears unlikely in the near future. Therefore, the
watermain looping cost might be considered to be for the sole benefit of Alpine Acres
and not subject to funding from the City trunk fund. Although the same rational
might appear to be the case for the extra sewer depth through the subdivision, this
expense is being incurred at the request of the City and has no direct benefit to Alpine
Acres. Therefore, this expense should also be considered ibr City trunk fund
participation.

Recommendations:

Staff recommends that the development agreement for the Alpine Acres subdivision
allow the developer to be reimbursed for the actual construction costs associated with
the 30 inch sanitary sewer trunk, and the additional cost ofdeeperfing the eight inch
sanitary sewer servicing the subdivision beyond the depth necessary to service the
subdivision itself. The developer should incur the additional costs of looping the
watermain to Alpine Drive as an element of the trunk fund contribution.

Action:

.Motion to recommend to City Council that staff prepare a development agreement for
the Alpine Acres subdivision which allows the developer to be reimbursed for the
actual construction costs associated with the 30 inch sanitary sewer trunk, and the
additional cost of deepening the ei~tt inch sanitary sewer servicing the subdivision
beyond the depth necessary to service the subdivision itself, and that the developer
incur the additional costs of looping the watermain to Alpine Drive as an element of
the trunk fund contribution.

Reviewed By:
Public Works Director
Assistant Public Works Director
Finance Officer

PW: 06/15/04

32
