PW CASE

RECEIVE APPRAISALS FOR TH 47 TRAIL ACQUISITION
By: Steven Jankowski PE, City Engineer

Background:

At the present time a trail has been constructed along the west side of TH 47 from the
northern boundary of River Pines 5th Addition to Alpine Drive except for a 233 foot gap
associated with a single parcel. In addition, the City controls all necessary fight-of-way
to enable this trail to be extended north of River Pines 5th Addition to Elmcrest Park with
the exception of two parcels. At the January 13th, 2003 Council meeting staff was
authorized to obtain appraisals for these three parcels.

Staff has recently received these appraisals which were prepared by Watson Appraisal
and Consultant Service. Attached is a sketch of each of the three parcels and below is a
summary of the appraised values:

· Parcel 1 15700 St Francis Blvd Prokopio $5,400
· Parcel 2 15910 St Francis Blvd Gevin~Dargavel $6,200
· Parcel 3 15916 St Francis Blvd Miller $8,950

The total cost for the three easements would be $20,550 which would logically come
from the City trail fund.

The City attorney has advised staff of some recent changes to the section 117.036
concerning the appraisal and negotiation requirement applicable when obtaining property
tbr transportation purposes. A copy of that section of the statutes is attached.

The appraiser was able to contact both the property owners of Parcels 1 and 2 in the
course of performing his work. He was not able to physically contact the Millers, owners
of Parcel 3, but did leave information for them indicating his appraisal activities on their
property. The next step in acquiring these easements would be to send a letter to each of
these three property owners transmitting a copy of the appraisal, advisi?g them of their
right to have their own appraisal reimbursed up to a cost of $1,500 and advising them that
the City would be open to negotiation for the easement. ~-

Recommendation:

Staff recommends that the Committee recommend to City Council that each of these
tin:ce property owners be sent a letter transmitting a copy of the appraisal, advising them

35
