PW CASE <br /> <br />CONSIDER PETITION FOR FEASABILTY STUDY <br />FOR EBONY STREET IMPROVEMENTS <br /> By: Steven Jankowski PE, City Engineer <br /> <br />Background: <br /> <br />Tim Holms, former owner of the Superbowl, has retained ownership of the one acre lot <br />(Lot 3 Block 4 Riverside West) south of the Superbowl. Mr. Holms along with two <br />additional property 9wners on Ebony Street between 137th Avenue and Riverdale Drive <br />have submitted a petition requesting a feasibility study on unspecified improvements to <br />the street. Attached is a sketch showing the area proposed for the improvements and the <br />petitioning properties. In visiting with Mr. Holm, he expressed an interest in extending <br />sewer and water northward from 137th Street to be able to create three urban services lots. <br />Mr. Clemens, owner of Lot 1 Block 1 and Outlot A both of Clemens Addition could plat <br />his outlot as a buildable lot if sewer and water were available. Mr. Clemens has also <br />signed the petition. The third supporter of tiffs petition is the owner of Lot 4 Block 3 <br />Riverside West, Alexander Vulks. This lot currently has a single farrfily residence, but <br />could be divided if city services .were available. <br /> <br />In addition to the extension of the sanitary sewer and water to service these properties, <br />there are several issues which should also be addressed in conjunction with the sewer and <br />water extensions to these properties should they be ordered. The condition of Ebony <br />Street is poor and will soon require an overlay at minimum. Ebony Street is also 40 feet <br />wide which is excessive considering that it is not an arterial or collector street. Staff <br />would recommend the street be narrowed to our current 32 foot standard and be improved <br />with concrete curb and gutter if major work is undertaken. Finally, if the street is <br />reconstructed and watermain is being extended halfway up Ebony Street to service these <br />developing properties, staff would recommend that it be continued northward and !ooped <br />into Riverdale to improve system flexibility and fire floWs to this developing <br />neighborhood. <br /> <br />There are two methods by which a feasibility study on an assessable project may be <br />initiated. The City code states that a project may be initiated by a petition of at least 35% <br />in number of the abutting property owners or a resolution adopted by 4/5 vote of the <br />Council. There are a total of nine properties of which four are owned by the petitioners. <br />However, since the scope of the improvements in the petition is unspecific, it may be <br />preferable to have the City Council order a feasibility study specifying'the improvements <br />descri, bed above. ~ <br /> <br />Recommendations: <br /> <br />Staff recommends that the Public Works Committee recommend to City Council that a <br />feasibility study be ordered by resolution which would identify improvements consisting <br />of sanitary sewer and water, watermain, concrete curb and gutter, and bituminous <br /> <br />39 <br /> <br /> <br />
