ORDINANCE #04-24 <br /> <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> AMENDMENT TO CHAPTER 4 OF <br /> THE CITY CODE, WHICH CHAPTER IS <br /> KNOWN AS THE PUBLIC FACILITIES AND <br /> IMPROVEMENTS SECTION OF THE CITY <br /> CODE, <br /> AN ORDINANCE AMENDING SEC- <br /> TIONS 4.40.06 SUBDIVISION 10. ENTI- <br /> TLED SPRINKLING; LIMITATION MUNICI- <br /> ~ PAL WATER SYSTEM <br /> The City of Ramsey ordains: <br /> SECTION 1. AUTHORITY <br /> This ordinance is adopted pursuant to <br /> and under the authority of the charter of <br /> the City of Ramsey. <br /> SECTION 2. AMENDMENTS <br /> Section 4.40.06 subdivision shall be <br /> amended to read as follows: <br /> Subd. 10 Sprinkling; Limitation <br /> Municipal Water System <br /> a. In the case of fire or other emer- <br /> gencies which may be declared by the <br /> City Administrator in any area served by <br /> the municipal water system, ail lawn <br /> hoses must be shut off and all unneces- <br /> sary use of water must be stopped. <br /> b. Customers shall maintain taps, <br /> faucets valves and other water facilities so <br /> that water waste is eliminated. Irrigation <br /> systems shall be adjusted to avoid sprin- <br /> kling of city streets and driveways. <br /> c. Odd- Even Sprinkling. A ban on <br /> sprinkling shall be in effect between <br /> Memorial Day and Labor Day. Residents <br /> may water on odd numbered days if their <br /> address ends in an odd number, and on <br /> even numbered days if their address ends <br /> in an even number. <br /> d. During the period.from Memorial <br /> Day through Labor Day, no watering shall <br /> be permitted between 10:00 am and <br /> 8:00 pm since a significant amount of <br /> water is lost due to evaporation during <br /> the hot portions of tile day. <br /> e. Exemptions. Newly sodded or <br /> seeded yards will be exempt from the <br /> odd-even restriction for a period of two <br /> weeks. Over seeding or spot repair of <br /> existing established yards may be <br /> watered every day with a hand controlled <br /> hose. No watering will be allowed <br /> between noon and 6:00 pm for these <br /> exemptions. Other exemptions not sub- <br /> ject to the afternoon restriction include <br /> car washing, filling of children's swim- <br /> ming pools, and children playing in hose <br /> operated sprinklers or water toys. <br /> f. Penalties for violations of tile in this <br /> subdivision of tile code shall be as fol- <br /> lows: <br /> · 1st vialation a written notice shall <br /> be given by registered mail <br /> · 2nd violation a fine of $50 shall be <br />imposed <br /> · 3rd vialation a fine of $]00 shall be <br />imposed <br /> · 4th violation water service shall be <br />turned off <br /> SECTION 3. _EFFECTIVE DATE <br /> The effective date of this Ordinance is <br />thirty (30) days after its passage and pub- <br />lication, subject to City Charter Section <br />'5.07. <br /> PASSED by the City Council of the <br />City of Ramsey, Minnesota, this the 8th <br />day of June, 2004. <br />Thomas G.
