ORDINANCE #04-24 CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AMENDMENT TO CHAPTER 4 OF THE CITY CODE, WHICH CHAPTER IS KNOWN AS THE PUBLIC FACILITIES AND IMPROVEMENTS SECTION OF THE CITY CODE, AN ORDINANCE AMENDING SEC- TIONS 4.40.06 SUBDIVISION 10. ENTI- TLED SPRINKLING; LIMITATION MUNICI- ~ PAL WATER SYSTEM The City of Ramsey ordains: SECTION 1. AUTHORITY This ordinance is adopted pursuant to and under the authority of the charter of the City of Ramsey. SECTION 2. AMENDMENTS Section 4.40.06 subdivision shall be amended to read as follows: Subd. 10 Sprinkling; Limitation Municipal Water System a. In the case of fire or other emer- gencies which may be declared by the City Administrator in any area served by the municipal water system, ail lawn hoses must be shut off and all unneces- sary use of water must be stopped. b. Customers shall maintain taps, faucets valves and other water facilities so that water waste is eliminated. Irrigation systems shall be adjusted to avoid sprin- kling of city streets and driveways. c. Odd- Even Sprinkling. A ban on sprinkling shall be in effect between Memorial Day and Labor Day. Residents may water on odd numbered days if their address ends in an odd number, and on even numbered days if their address ends in an even number. d. During the period.from Memorial Day through Labor Day, no watering shall be permitted between 10:00 am and 8:00 pm since a significant amount of water is lost due to evaporation during the hot portions of tile day. e. Exemptions. Newly sodded or seeded yards will be exempt from the odd-even restriction for a period of two weeks. Over seeding or spot repair of existing established yards may be watered every day with a hand controlled hose. No watering will be allowed between noon and 6:00 pm for these exemptions. Other exemptions not sub- ject to the afternoon restriction include car washing, filling of children's swim- ming pools, and children playing in hose operated sprinklers or water toys. f. Penalties for violations of tile in this subdivision of tile code shall be as fol- lows: · 1st vialation a written notice shall be given by registered mail · 2nd violation a fine of $50 shall be imposed · 3rd vialation a fine of $]00 shall be imposed · 4th violation water service shall be turned off SECTION 3. _EFFECTIVE DATE The effective date of this Ordinance is thirty (30) days after its passage and pub- lication, subject to City Charter Section '5.07.
