Public Works Director Kapler indicated a distance of 15 feet has been determined, rather than <br />determining each easement for restricting the sign placement. <br /> <br />Councihnember Kurak asked if this policy would apply to signs, such as "lose weight quick" or <br />"get a job". <br /> <br />Public Works Director Kapler replied the policy before the Council centers around political <br />signs. He explained staff has had the discretion to remove signs that are obstructing views. <br /> <br />Councihnember Kurak commented she would like to see signs like the "lose weight quick" signs <br />removed. <br /> <br />Mayor Gamec commented if they start removing all of the signs they will have a major problem <br />during the parade of homes. <br /> <br />Councilmember Cook stated they should move on this policy to be ready for the upcoming <br />election and look at another ordinance concerning how long these other signs are allowed to be <br />left out. <br /> <br />Motion by Councihnember Cook, seconded by Councilmember Kurak, to adopt the City of <br />Ramsey Non-Commercial Sign Policy on Placement of Election Signs to be in conformance with <br />state law, with the amendment as discussed relating to Gopher State One. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Kurak, Elvig, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Further Discussion: Councilmember Kurak requested staff to place the sign discussion on a <br />worksession soon. Councilmember Zimmerman conm~ented the City's policy on these other <br />signs should be content neutral. Councilmember Cook replied the City could be neutral by <br />having an ordinance that allows signs to be up for a limited amount of time. Public Works <br />Director Kapler clarified that staff will still have the discretion to remove signs that are <br />obstructing view. <br /> <br />Case #23: Accept Change Order to Glen Rehbein Companies for Sunwood Drive NW <br /> and Rhinestone Street NW Improvement Project 03-29 <br />Public Works Director Kapler explained this project was authorized for construction of MSA <br />streets in Ramsey Town Center. The work includes extension of trunk sanitary through the <br />Ramsey Town Center Project. The sanitary sewer pipe to be installed is 30 inches. The pipe was <br />connected to the existing system on the west side of Ramsey Boulevard at 143~'d Avenue. The <br />existing line is 27 inches. This was known and it was planned that the line would need to be <br />changed to 30 inch pipe in the future. Ramsey Boulevard will be reconstructed in 2005. The <br />contractor had to dewater to install the new pipe for Ramsey Town Center that connects to the <br />existing manhole. The contractor has the equipment and pipe onsite at this time. It seems logical <br />to replace the pipe under Ramsey Boulevard now while the contractor is onsite and before the <br />street is reconstructed rather than come back and dewater in 2005 for a short length of pipe. <br /> <br />City Council/June 22, 2004 <br />Page 30 of 32 <br /> <br /> <br />
