the water sprinkling ban in the City. There have been instances in the past when the City has <br />come close to running out of water. The recommendation of the Public Works Committee was to <br />make changes to this section of the City Code that would provide for more progressive penalties <br />for water sprinkling violations and also that the conservation polices currently in place be <br />included into this section of the code. <br /> <br />Citizen luput <br /> <br />Jon Enstrom, resident, stated he has a lot of experience in this category. This is a great step to <br />conserve water. He was at the meeting last night where water was a big discussion regarding <br />safe usc and the buildings coming on in the City. He would like to see the City add to this code, <br />and to require people with a sprinkler system to have it inspected. A lot of people can buy a <br />sprinkler system and install the wiring and the plumbing in the ground, and not have done it <br />correctly. There could be a lot of problems, such as an underground leak if the installation is not <br />done right and it would not even be seen above ground. Installations should be done by a <br />certified electrician or inspected by a City Inspector. A lot of homeowners are being scammed by <br />systems being installed fraudulently. It is wise to put some stiff penalties into the installation of <br />the systems that will use and waste the City's resources. This amendment to the code is a good <br />start, but it does not really address a lot of the conservation of water. <br /> <br />Mayor Gamec directed staff to have Mr. Enstrom's suggestion reviewed by the Building <br />Department. <br /> <br />Councihnember Strommen noted when this was introduced it was suggested there be a minimum <br />soil depth before systems are installed so residents are not just watering sand. Councilmember <br />Elvig brought up a recommendation for rain sensors as well. <br /> <br />Councihnember Elvig stated it is important to let the public know about this. With the growth <br />the City is seeing and the closeness of some of these areas, Public Works has had quite a <br />discussion about it. The City has come dangerously close to running out of water and they do not <br />have another well in yet. They need to make sure they have the water and the pressure available <br />when it is needed. <br /> <br />Motion by Councihnember Cook, seconded by Councilmember Strommen, to close the public <br />hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Strommen, Elvig, Kurak, <br />Pearson, and Zimmerman.
