Councilman Co>: said it was not really a loss but rather a
reCaction in the budget. Mr. Graczyk explained the City would no
longer have that revenue source since reducin9 by one mill this
year is actually a 1.639 mill reduction over next year.

Councilman Cox stated this type of policy, which is set by the
State, works in reverse of good money management. If you try to
reduce and keep taxes down then you are penalized by the liberal
laws passed by the State. It also works in reverse of economic
development since it allows the levy limit to increase for
increases in population or number of households.

Councilman DeLuca asked if the special levy last year increased
the levy limit for this year. Mr. Hartley stated it did not
because the State stopped including the special levy on dept
service into the base as of 1984-85. Ramsey is levying under
their total limit right now.

Councilman Cox asked that it be made clear that just because the
Council is adopting the levy tonight, if in fact they do, it
doesn't reflect that the Council is going to make purchases based
on the figures documented in the budget. Mr. Graczyk
agreed action tonight would establish the levy only and not the
expenditures.

Councilman Pearson asked what the change in.homestead credit
would affect. Administrator Hartley explained it would affect
the amount of money comir.~ from ~h~ State instead of the property
owner.

Councilman DeLuca pointed out the breakdown might have been
better if it showed a distinction on what Ramsey citizens would
be paying if the levy is reduced comoared to what would be coming
in from other sources.

Administrator Hart!er stated gm= low ~d .... + ~
........ ~_op~_~ values · '~
probably not be eligible for the full amoun~ of the credit and
+ = ~' - ~eceive full
pay more where ~h~ property cn uno higher end wou~d ~
credit from homestead.

Councilman Cc>: pointed ou% %he majcriny of homes in Ramsey are
=a~e model homes with low depreciation.

..Uotion by_ Councilman DeLusa, _=econd=d~ k.v.
