F,r. tlartley ~tated that Council has been reviewing the question of airport
zoning; there have been 3 public hearings en the topic. At one of the
previous council meetings, the question of whether or not to a~'~pt an
ordinance to establish airport safety zoning was considered. Council
desired information relating to an advisory election and asked staff to
prepare a schedule to indicate when an election could take place. In the
same meeting, Council asked that the Airport Commission review such a
proposal and respond with their-recommendations. Council has received
recommendations from the Airport' Commission and time tables provided by the
City Attorney and City Administrator. The recommendation of the Airport
Commission is that Council adopt the airport safety zoning ordinance; delay
the referendum until the environmental assessment report, relocation plan
and preliminary engineering report for prespplication of AlP funds are
available; and if in Council's estimation an advisory election ia required,
it should be held no earlier than the second quarter of 1988.

f~z. Hartley explained tlc. at the airport issue consists of two tei, ics: 1)
airport safety zoning; 2 whether the city should be involved in
acquisition and operation of a publicly owned airport. Council is
considering the adoption of an airport safety zoning ordinance and that
safety zoning would regulate the use of land and airspace in the vicinity
of the airport.

Barbara C~raen - 7321 150th Lane - Stated that she is opposed to the
expansion of Gate~'ay ]~orth Industrial Airport in Ramsey and the propose~
zonin~ ordinance. Ms. Graen presented 165 signed statements from various
individuals also claiming opposition to airport expansion and the proposed
zoning ordinance. Ms. Graen noted that on August 25, she explained her
reasons of opposition to Council. She kne~'~ zoning is a separate issue
from municipal involvement in the airport Lut the proposed zoning, unless
the airport is expanded, is not necessary for the airport facility as it
exists. Ms. C-.raen noted that there is a pro airport question and answer
flyer being distributed, not by the city, for which she can provide exactly
the opposite answers using different facts. Ms. Graen stated that Council
should not ~,aste more money on studies; they should adopt the zoning
ordinance so that the citizens have something concrete to petition for a
referendum on and let the election show whether those opposed are the
minority or the majority.

Cynthia ~iata- 15330 Rhinestone - Stated she moved to Ramsey to get away
from the chaos and r~cise cf Mi.-.neape!is. Stated that air traffic increases
every year and she feels '-he safety cf her family is jeopardized. Stated
that Kamsey does not have [he emerfency services that wo~!d be necessary in
a high risk situation created by airport expansion. Stated that if Council
expands the airport, she ~'i!l move to a community ~-here people are more
important than industry.

the tree tops the o~her day; he called Gateway Airport and they said the>-
had no ~an~= ~- +~= ~ir Snared th~n airocrt improvement= ~-ill increase
Cit~,- Counci!/Oztober i3, 1987

Page 3 cf i$
