Avenue NW Street Improvement Project ~87-20. <br />resolution file for Resolution #87-143). <br /> <br />(Please refer to <br /> <br />15. Adopt resolution accepting bids and awarding contract for Rum River <br /> Plaza Site Improvement Project ~87-22. (Removed and placed under <br /> Mayor/Council Input). <br /> <br />16. Adopt Resolution #87-144 accepting bids and awarding contract for 1987 <br /> Sealcoating Improvement Projects #87-4, 6, 7, 8, 9, 10, 11, 12, 13, 14, <br /> 15, 16 and 17. (Please refer to resolution file for Resolution ~87- <br /> 144). Refer to Item (e) under Mayor and Council Input for further <br /> action. <br /> <br />17. Appoint Ms. Jill Prall to the Park and Recreation Commission to a term <br /> to expire October 31,'1987. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />~ Discu~ Dysprosium Street NW RiEht-Of-Way: <br /> <br />Mr. Hartley stated that for the past two weeks, Council and staff have been <br />considering possible alternate alignments for Highway #47, the possibility <br />of intersecting Dysprosium Street into Cry. Rd. #5 and the possibility of <br />designating Dysprosium Street as a County road. After reviewing these <br />options and recognizing timetables as well as Other priorities like the Rum <br />River bridge crossing, he and Mr. Raatikka have formulated a resolution. <br />In summary, the resolution states: 1. The future construction of <br />Dysprosium Street NW to be completed by the City of Ramsey as an MSA street <br />as originally planned; 2. City of Anoka, State of Minnesota and the <br />developers in the City of Anoka be encouraged to realign Trunk Highway #47 <br />south of 142nd Avenue NW to Trunk Highway ~10 utilitizing the Thurston <br />Avenue brdige; 3. The City of Ramsey will cooperate in the realignment of <br />Trunk Highway ~/47 south of 142nd Avenue 5~W by providing the required right- <br />of-way within it's City limits; 4. The County of Anoka be encouraged to <br />construct the Rum River bridge in the near future. <br /> <br />Councilmember Cox stated that he doesn't believe this Council needs to <br />discuss Hwy. #47 at all other than to indicate that Ramsey shares the <br />State's concerns with Hwy. #47 and agrees with the realignment that <br />involves finding a different location for the county fairgrounds. Ramsey <br />should continue with it's MSA proposal for Dysprosium and prepare to <br />provide property necessary for that road's extension. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Cox, for <br />discussion, to adopt Resolution #87-145 establishing Ramsey's position on <br />the future status of Dysprosium Street NW. Further, that the following <br />adjustments be made to the resolution as proposed: <br /> <br />Delete that paragraph stating that there are possible alternatives <br />to realigning Hwy. #47 starting south of 142nd Avenue NW and <br /> City Council/June 23, 1987 <br /> <br />Page 8 of 19 <br /> <br /> <br />
