Councilmember DeLuca stated that he is in favor of perimeter frost footings <br />and feel~ they are a necessity in commercial and industrial areas. <br /> <br />Adopt Ordinance Adouting 1985 Uniform Building Code And 19~7 <br /> State Buildin~ Code: <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to <br />adopt Ordinance ~87-3 adopting the 1985 Uniform Building Code and 1987 <br />State Building Code. <br /> <br />Further Discussion: Building Official Erickson stated that both of the <br />codes have minor changes in them; the UBC has a fee schedule change; both <br />the SBC and UBC require charging 65% of the building permit fee for plan <br />check versus the flat $30 rate currently charged for residential permits. <br />Mr. Erickson stated that he recommends continuing with the 1979 fee <br />schedule and increasing the plan review fees to 45% of the building permit <br />fee and gradually work up to the 65% figure. Councilmember Cox inquired if <br />the State is mandating these increases. Mr. Erickson replied that the <br />State is not mandating the change in fee schedules but is requiring that <br />plan checks be charged at a rate that is 65% of the building permit fee. <br />Council expressed concern with the increase to the plan review fee, <br />especially in situations where there is construction of several units <br />identical in structural design but the plan review fee is charged several <br />times and real effort was only put into the initial of those plan reviews. <br />The City Attorney recommended that Ramsey begin charging at a rate <br />c om p a r ab 1 e t o wh a t o t h e r c i t i e s a r e c h a r g i n g . <br /> <br />Councilmembers Cox and Sorteberg restated their motion as follows: <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to <br />adopt Ordinance ~87-3 adopting the 1985 Uniform Building Code and 1987 <br />State Building Code and further, to retain the 1979 fee schedule and <br />increase plan review fees to 45% of the building permit fee. Voting No: None. <br /> <br />Case ~6; <br /> <br />Request For Conditional Use Pez-mit To Use A Temporary <br /> Structure For Office Space To Sell Automobiles In The. B-1 <br /> Business District: Case Of Mr. Larry Rudesi!l: <br /> <br />Mr. Rudesill was present and Ms. Norris stated that he is requesting a <br />conditional use permit to use a temporary structure for office space to <br />sell automobiles at 7009 Rwy. ~10; auto sales is a permitted use in this <br />area.
