Case #J0; Report On Status Of Funds For A Civil Defense System In <br /> _Ramsey (Continued): <br /> <br />Mr. Hartley stated that if Council is interested in developing a civil <br />defense system, they might consider beginning in heavily populated areas <br />and areas where people assemble such as schools and parks. <br /> <br />Councilmember DeLuca suggested considering the use of landfill trust funds <br />for a civil defense system. <br /> <br />Mr. Hartley stated that there are also Federal Revenue Sharing funds <br />available. <br /> <br />Council consensus is to refer development of a civil defense system to the <br />Budget Committee. Councilmember Cox stated that a meeting of the Budget <br />Committee should be scheduled in the very near future. <br /> <br />Discuss Economic Devel0Dment Commission's Recommendation To <br /> Establish Development And Tax Increment Financin_~ Districts <br /> In The Vicinity Of Armstr~ Blvd. NW And H%~. #10 NW And For <br /> City Participation For The Proposed Project In That Area; <br /> <br />Mr. Hartley stated that Ms. Kris Fluegel has requested that discussion of <br />her proposal be tabled. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca to table <br />discussion of recommendation to establish development and tax increment <br />financing districts in the vicinity of Armstrong Blvd. N.W. and Hwy. #10 <br />NW until August 11. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Case #12: Review Park And Recreation Commission's Recommendations For <br /> ImProvements To Central Park And Titterud Park: <br /> <br />Park and Recreation Commission Chairman John Lichter was present and stated <br />that commitments have been obtained from the Ramsey Jaycees, through Waste <br />Management of Minnesota, Inc., to provide the earth moving necessary for <br />proposed improvements at Central Park. The Ramsey Lions will be discussing <br />participation in the form of constructing the warming house. The Hockey <br />Association can provide labor to erect boards at the hockey rinks. <br />Requesting Council approval to proceed with the first year's proposed <br />improvements and consider proposed improvements for year's two and three in <br />future budgets. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca <br />authorizing City Staff to prepare plans and specifications and proceed, <br />with assistance from various organizations, on construction of the proposed <br />1987 only improvements to Central and Titterud Parks; future year's <br />improvements shall be referred to the Budget Committee. <br /> <br />City Council/July 28, 1987 <br /> <br />Page 16 of 23 <br /> <br /> <br />
