ASBESTOS MATERIAL SURVEY
CITY BUILDING
15153 NOWTHEN BLVD
RAMSEY, MINNESOTA
1.0 INTRODUCTION
Environmental Property Audits, Inc. (EPA, Inca conducted a visual survey at the
building located at 15153 Nowthen Blvd, Ramsey, MN. The survey was completed on
November 21, 2012, for Mr. Patrick Brama of the City of Ramsey. The purpose of the
survey was to identify, sample and assess suspect building materials that may contain
asbestos, lead paint concerns and regulated waste. The inspection was requested in
order to facilitate an upcoming demolition of the structure, and to provide an inventory of
asbestos containing materials (ACM) as found in or on the building. Additional work
included the identification of regulated waste materials by location and quantity and
assessment of damaged paint surfaces to identify lead-based paint. Site work included
a visual review of suspect asbestos containing building materials and collection of bulk
samples. EMSL Analytical, Inc., Minneapolis, MN, analyzed the samples utilizing
Polarized Light Microscopy (PLM) - Method EPA 600113-93/116. The primary materials
that were sampled included: flooring/mastic, ceramic tile/grout, ceiling the/texture,
sheetrock/joint compound, carpet glue, mopboard glue, caulking, boiler stack
insulation, damproofing, sink soundproofing, and roofing materials.
2.0 SCOPE of WORK
A Minnesota licensed asbestos inspector from EPA, Inc. conducted a building survey for
the identification and assessment of accessible suspect ACM in the building. The
following activities have been completed by EPA, Inc.:
• A walk-through of the buildings interior spaces, with observations of accessible
suspect ACM, damaged paint and regulated waste.
• Random sample collection from suspect ACM building materials with consideration
to homogeneous areas and material types.
• Review condition assessment and sampling as necessary of damaged paint
surfaces (lead paint review).
• Mapping and logging bulk samples for future reference.
■ lJJocunnentcltion of regulated waste materials 11y lU[,atiVl-l.
• Estimated quantity of material types identified as asbestos containing (greater than
1%).
• Analysis of bulk samples by polarized light microscopy, utilizing EMSL Analytical,
Inc. of Minneapolis.
The laboratory analysis confirmed materials that are asbestos containing and the
summary includes the following information: 3.0 Building Description; 4.0 Suspect
Building Materials; 5.0 Asbestos Containing Building Materials List (including estimated
quantities); 6.0 Non-asbestos Containing Materials List, 7.0 Non-suspect Materials; 8.0
Lead Based Paint; 9.0 Regulated Waste Materials listed by item and location; 10.0
Inspector Accreditation. Site drawings are included in the report.
15153 Now hen Blvd, Ramsey, MN 1 @2012 EPA,Inc.
