Chairman Ippel noted that there will be a third public hearing conducted <br />regarding the Airport Zoning Ordinance on August 25; at that time, Council <br />can consider adopting the ordinance. <br /> <br />Chairman Ippel also noted that two of the written responses received at the <br />July 29 hearing were from Waste Management of Minnesota, Inc. and Metro <br />Council. Those responses basically dealt with the issue of Site P. <br />Chairman Ippel stated that the firm preparing the environmental assessment <br />study on Site P has been made aware of the impact of landfills on airports; <br />that there is an existing airport and FAA indicates that it is encumbent <br />upon the operator of an airport to make sure zoning is enacted to protect <br />air traffic and people on the ground. Chairman Ippel stated that he and <br />Ms. Norris have also informed Metro Council that landfills and airports are <br />not compatible. <br /> <br />Commissioner Greenberg arrived at this time. <br /> <br />Case ~2: Review Significance Of Survey Done By Metropolitan Council On <br /> Aviation Trends In The Re~ion: <br /> <br />The Commission was provided with copies of a study prepared by the <br />Transportation Advisory Commission which also reflects Gateway North <br />Industrial Airport's role in the future of aviation (see Attachment A). <br />Chairman Ippel reviewed highlights of that study with the Commission. <br /> <br />Case #3: <br /> <br />Discussion Re~ardin? ReQuest For Conditional Use Permi~ TO <br />Extract A~?re~ates: Case Of Barton Sand And Gravel Company: <br /> <br />Chairman Ippel stated that Barton's original request to extract aggregates <br />included operation of an asphalt plant. The recommendation of the Airport <br />Commission at that time was to deny the request based on the current <br />Comprehensive Plan, certain zoning restrictions that prohibit such <br />development adjacent to residential areas and it's conflict with airport <br />zoning under consideration. Barton has now selected an alternative site <br />on part of the former Prestressed property on which to operate the asphalt <br />plant. Chairman Ippel stated that this alternative site would have an <br />adverse impact on the airport in the following ways: 1) Barton would have <br />equipment operating for 3-5 years right at the end of the improved runway; <br />2) there are wetlands in the area and the extraction operation could <br />impact the relocation of Cty. Rd. #116; 3) necessary screening for the <br />operation would encroach airspace. <br /> <br />Commissioner Greenberg stated that there is a piece of high ground very <br />condusive to excavation that is owned by the Gateway Industrial Park and <br />possibly an exchange of property could be negotiated with Barton. <br /> <br />Motion by Commissioner Chapman and seconded by Commissioner Emery directing <br />Chairman Ippel and Commissioner Greenberg to meet with Airport Consultant <br />Merland Otto and City Engineer Peter Raatikka regarding Barton Sand and <br />Gravel's request for a permit to extract aggregates and their alternative <br />site for an asphalt plant and that a special Airport Commission meeting be <br />scheduled for Wednesday, August 19 to form a recommendation regarding the <br />issue. <br /> Airport Commission/August 12, 1987 <br /> <br />) Page 2 of 3 <br /> <br /> <br />
