~o. 1, January 9, 1987

for the week of Januar), 5t 1987

STATE SENATE HEHBERS ,.o,,o ................................... W-12
CLEAN WATER ACT POLL ........................................ W-13

The ?§th regular session of the flinnesota Legislature convened on
Tuesday, January 6th, to officially organize both the House and
Senate. They met again Wednesday night when Governor Rudy Perpich
presented his annual State of the State address to a joint
convention of the House and Senate. Judicial and administrative
branch officials were also present.

The governor's address was general tn nature and relatively brief.
Of special interest to city officials is the following excerpt
from his address:

"I am particularly excited about our plan for property taxes
and local government aids. We will greatly simplify our system
which is now the most complicated in the country. We will reduce
the number of property-tax classifications from 68 to 6 . . . I
propose that the state assume a substantial share of school costs
which are now paid for by property taxes. Our property tax plan,
like our income tax plan, will be the fairest and most thoughtful
in the nation."

The League will begin a critical review of the governor's proposal
in next week's Cities Bulletin, and will keep. member city officials
apprised of modifications and. alternative proposals as they
develop.

Following the address, the House and Senate adjourned until Monday,
January 12th.
