The development can be promoted through forms of subsidy to encourage
business to locate in Ramsey. Mr. Gorecki added that his property was one
of those affected by the proposed sewer and water project; he was involved
with the petition opposing the project based on the fact that not enough
homework was done to make the project acceptable to a majority of the
property owners. The project should have been more complete with respect
to laterals and subsidy for same.

Chaizman Greenberg noted that Mr. Gorecki's position with respect to the
sewer and water project does not affect his decision regarding Mr.
Gorecki's qualifications to serve on the EDC.

Case %3: Subcommittee Reports:

a. Legislative Subcommittee -

Commissioner Muller stated that he had a brief visit with Representative
Ernie Larsen and they discussed proposed legislation regarding ban the can
and new liquor law for exclusive rights for wholesalers. They also
discussed the commercial real estate tax formula, workman's comp and
unemployment. Ramsey has a meeting scheduled with Mr. Larsen at McGregor's
at 7:30 a.m. on February 20.

Ms. Norris reminded the Commission that they have a meeting scheduled with
Senator Dahl at City Hall on Tuesday, February 24 at 6:00 p.m.

Case %2: Interview _Applicants For Vacancy_ On The Comm/ssion (Cont.):

Applicant, Mr. Gary Albrecht, was present and stated that he has resided in
Ramsey since 1973 and is a self-employed insurance agent. He is a member
of the Ramsey Lions and very active in community projects. Mr. Albrecht
stated that he thinks the City should keep industrial development in it's
place and not let it encroach the 'bedroom development' area. He doesn't
think the City should expand the airport or allow the landfill to continue;
he has no specific thoughts on how the business district should be
developed. Mr. Albrecht stated the Lions Club is all for helping the
community and if he is appointed to EDC, he could serve as a liaison
between the Lions and the Commi~ion.

Discussion Regarding Extension Of Utilities To Ramsey's
Industrial Area:

City Engineer Raatikka was present with alternatives for extending sewer
and water improvements into the industrial area. The alternatives would
provide services up to Cty. Rd. %116 and Sunfish Lake Blvd. and across to
the south side of Fray. %10. The financing method would be Chapter 444.
Alternative %2 for sewer would provide the most flexibility for future
development needs.

Commissioner Hardin stated that an ideal situation would be to still run
the trunk lines under the proposed road through the Eggam/Sponse property.

Chairman Greenberg stated that he feels Eggam/Spone would not oppose public
EDC/February 18, 1987
