Voting No: None.

Authority Of _Appo_ intees:

Council tabled this case.

Storm Sewer Improvement Policy_:

Mr. Goodrich presented a resolution for council consideration that reflects
their earlier discussions regarding storm sewer taxing districts paying for
all costs related to the develounent of storm sewers with the exception of
the cost of storm sewers brought about by a developer's desire to improve
land for resale.

Councilmember DeLuca stated that this proposed resolution conflicts with
past council action to exclude certain areas that have installed and paid
for their own storm sewer improvements. Gat action was intended to avoid
double taxing for storm sewer improvements. This proposed resolution would
be double taxing because it requires new areas to pay for their own storm
sewer needs and it does not exclude them from their taxing district for any
period of time.

Council directed Mr. Goodrich to prepare a resolution for council
consideration that would establish a policy of requiring newly developing
areas to pay for their o~n storm sewer needs and excluding those areas frem
their respective storm sewer taxing district for a 5 year period.

_C~ Compar_ able Worth:

Council tabled this case.

Landfill Commission At,ointments:

Councilma~ber Cox noted that there were 8 applications for the Commission,
two of which are associated with the landfill.
