CASE $4: <br /> <br /> DISCUSSION REGARDING REQUEST FOR CONDITIONAL USE PERMIT <br />TO EXTRACT AGGREGATES AND ESTABLISH A BITUMINOUS ASPMALT <br /> PLANT IN TME I-1 INDUSTRIAL DISTRICT; <br /> CASE OF BARTON SAND AND GRAVEL COMPAN~f <br /> By: Anne Norris, Community Development Director <br /> <br />Background: <br /> <br />Barton Sand and Gravel Company is requesting a conditional use permit to <br />extract aggregates and establish a commercial bituminous asphalt plant on <br />the 78 acre parcel located north of County Road #116, east of Ramsey Blvd. <br />NW, and south of 149th Avenue NW. Barton Sand and Gravel Company is <br />proposing to excavate aggregates from the western 38 acres of this site. <br />Once the aggregates are extracted, Barton is proposing to construct the <br />asphalt operation on the southeast portion of the western area. The <br />eastern portion of the property is marshy and contains a protected wetland. <br />The proposed plan shows access to the site from both County Road #116 and <br />Ramsey Blvd. h~. <br /> <br />For your information, enclosed is a site location map. <br /> <br />Observations: <br /> <br />The subject property is located in the I-1 Industrial District. However, <br />residential development abutts the property along the northern border. <br /> <br />The Ramsey Airport Commission reviewed Barton's proposal and forwarded <br />their opposition to the request because: <br /> <br />a. The proposed use conflicts with the current City Comprehensive <br /> Plan; <br />b. The proposed use is adjacent to a residential neighborhood; <br />c. The proposed use will create excessive noise, traffic, smoke, <br /> fumes and odor; <br />d. The proposed use will impact Gateway North Airport; and <br />e. The City is currently in the process of enacting an airport zoning <br /> ordinance which pertains to all of the above. <br /> <br />The Planning Commission has tabled action on this request at the request of <br />Mr. Gary Sauer, President of Barton Sand and Gravel Company. <br /> <br />Recommendation: <br /> <br />Commission Action: <br />Will be based on your discussion. <br /> <br />Review Checklist: <br /> <br />Administrator <br />Attorney <br />Engineer <br />Community Development Director <br /> <br />X <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Superintendent <br />Other <br /> <br /> <br />
