Section 4. Public Purpose. <br /> <br /> By the establishment of the special Service district the City wil] achieve greater public <br />safer7 and the improvement of trafSc flow within the special service district; <br /> <br />Section 5. Ordinance Summary. <br /> <br /> Within 5 days after adoption of the Ordinance a summary, of the Ordinance must be <br />mailed to the Owner of each parcel within the special service district. <br /> <br />Section 6.
