3) Official Map Board of Appeals

City Administrator Norman explained staff would like direction from the Council regarding the
Official Map Board of Appeals. This board would address cases when the City Council denies a
site plan and the applicant still desires to proceed with their development plan. There are several
points related to the creation of the board, which are:

How many members should serve on the board?
Should there be a Planning Col'nmission representation on the board7
Does the City Council want to advertise in the Ramsey Resident for potential
candidates to serve on the board?

The consensus of the Council was that five members should sit on the board, to request that
Chair Nixt of the Planning Commission head the Board of Appeals, and to advertise in the
Ramsey Resident for interested parties to be interviewed by the Council.

Mayor Gamec noted there may also be qualified individuals outside of Ramsey that would be
objective in sitting on this Board.

4) Transportation Issues

City Administrator Norman indicated recently the Council has authorized dontinuation in
working with The Tinldenberg Group. Staff has good things to say about The Tinklenberg
Group, and also has good things to say about Leonard Levine, a consultant used in the past. Mr.
Levine has written a letter to be passed on to the Council that touches on the projects he has
worked with the City on in the past. He is asking for a continuation of his work with the City.

There was discussion regarding Mr. Levine's past work with the City, and that The Til~lenberg
Group is working well with the City at this time.

City Administrator Norman stressed that he has been happy working with Mr. Levine in the past.

Councilmember Strommen inquired if there is a piece of the issues that are not committed to The
Tinklenberg Group that Mr. Levine could work on.

Councilmember Kurak suggested Mr. Levine be retained to be called on when needed for
networking type of work.

Councihnember Elvig suggested they may be a synergy that could be worked out with The
Tinklenberg Group and Mr. Levine.

The consensus of the Council was to direct staff to discuss the City's transportation issues with
The Ti~lenberg Group and Mr. Levine to determine if there would be a fit between the two
groups, with the expectations of the City made clear.

5) Rural Developing Ordinance

City Council Work Session/June 1, 2004

-17-
