Nov. 24, 1987

November 24,1987
Attac]unent A

Mayor Gary Reimann
Councilmember A1 Sorteberg
Councilmember Steve Deluca
Councilmember Arnie Cox
Councilmember A1 Pearson
City of Ramsey
15153 Nowthen Blvd. NW
Ramsey, Mn. 55303

Re: Right of way for MSA Road South of Hwy 10

Dear Mayor and Councilmembers:

Back when the city first informed us that they were going
to build a road acro~s~..our property, they said it was a
reality, that it was going to be constructed whether we
liked it or not. The city then exercised their right of
eminent domain and served us with condemnation papers to
prove to us they were dead serious about the construction
of this road.

Because of this condemnation by the city, we accepted the
fact that the road was going to be constructed and in good
faith worked with the city engineer to be sure the location
· of the road would be okay. We have incurred considerable
expense in doing this.

On the other hsnd, city has .not acted in good.faith. They
have submitted no firm offer to us even though they had an
appraisal made of the property. Instead the city requested
that we donate the property for the road. When we said this
was unacceptable, the city then threatened to take steps
that would force us to donate it.

We believe these unethical tactics by the city to punish the
land o%~ners for not accepting an offer the city'never made in
the first place is arbitrary and capricious.

We are consulting an attorney to find out ~¢hat our le~a!
rights are in this situation.

Sincerely,

Winslow & Corinne Ho!asek

Edx.~ard & Lora Hamilton

cc: City Administrator, David Hartley
City Attorney, William Goodrich
City Engineer, Peter Raatikka
