Paul, MN 55155

Dear Representattve Laz'sem:

· he P, ansey Econcaflc Develolmmnt Ccmission is ve~ ~n~¢ned with
~a~s on ~e ~~ ~te ~ ~~.

As you probably kn~, smal!/medim~ bus/nesses are the basis of the
local and state economy. These businesses also provide the
majority of employment opportunities in the state. Due to the
state's property tax structure, these businesses are burdened
with a disproportionate share of property taxes compared to
residential property

In addition, the taxes on unimproved platted commercial or
industrial land are also prohibitively high. The state should
encourage the platting of raw commercial and industrial land to
all(~ for orderly develolanent. However, the tax burden on such
property if the lots are not improved (developed) almost
/n~m~liately is far too high.

We feel that major reform of the state's property tax system is
/mperative, especially those taxes on commercial and industrial
properties. This issue must be addressed this legislative
session if the economic viability of the state is to be
preserved.

The Camissicn would like to meet with you at your convenience to
discuss this and other issues of concern to us. Thank you for
your t/me and oonsiderati(m; we look forward to workir~ with you.

Yours truly,
