City of Ramsey

15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 · (6121 427-1410

14, 1987

The ~onorable Bill Schre~ber
K[nne~ Bouse of Representatives
State Offioe Building, l%o¢m 267
St. Paul, ~l~ 55155

Dear Representative Schreiber:

The Remsey Econc~c Develc~ment Cc~nission is very concerned with
the impact of the state's commercial and industrial property tax
rates cm the business climate ~n Minnesota.

As you probably know, am311/medi~ businesses are the basis of the
local and state economy. These businesses also provide the
majority of employment opportunities in the state. Due to the
state's property tax structure, these businesses are burdened
with a disproportionate share of property taxes compared to
residential property taxpayers.

In addition, the taxes on unimproved platted commercial or
industrial land are also prohibitively ktgh. The state should
encourage the platting of raw commercial and industrial land to
allow for orderly develo~aent. However, the tax burden on such
property if the lots are not improved (developed) almost
iaz~iately is far too high.

We feel that major reform of the state's property tax system is
imperative, especially those taxes on commercial and industrial
properties. This issue must be addressed this legislative
session if the economic viability of the state is to be
preserved.

you for your time, consideration and action on this issue.

Also, many thanks for taking the time to come out to address the
Anoka-]~m~=y. (~amber of ~rce last sam~r.

Yours truly,
