Mr. Suel estimated the development would lose five units in order to meet the City's density
requirements.
Commissioner VanScoy was not comfortable approving a development outside of the City's
standards.
Mr. Maass reported the City would achieve a net density of 13.95 dwelling units per acre within
the Ramsey Town Center 2nd Addition within The COR.
Commissioner VanScoy questioned if the Preliminary Plat would come back to the Commission
for further review.
City Planner Anderson indicated staff would work with the applicant based on the
recommendations from the Planning Commission and the Preliminary Plat would be forwarded
to the City Council for consideration.
Commissioner Brauer indicated he was undecided how to proceed on this development. He
discussed the history of the property and stated he was confused by the project given the fact so
much time has lapsed.
City Planner Anderson referred back to the Sweetbay Ridge project in the City, noting the first
phase was built in 2004 or 2005. After that time, the housing market crashed, years passed and a
new developer purchased the property. He indicated the new developer carried essentially the
same plans forward for the site and the City approved the development.
Commissioner Brauer questioned if there was a timeline with which plans expired.
City Planner Anderson stated a Preliminary Plat was valid for one year from the date of approval
and final plat was valid for two years from the date of approval. He noted extensions could be
requested.
Commissioner Brauer stated he was struggling with this project. He recalled that he originally
objected to this project due to the fact it did not have enough greenspace, however, at a previous
Planning Commission, he voted to approve. He did not know how to justify changing his vote
this evening.
Commissioner VanScoy explained how the net density was presented to the Commission in
2005. He stated today if the solo project were presented to the Planning Commission, it would
not be approved.
Commissioner Andrusko commented that time has changed and development was not static. He
believed the Commission's role was to make some sort of recommendation.
Chairperson Levine called the question.
Planning Commission/May 5, 2016
