Regular Planning Commission <br />Meeting Date: 07/21/2016 <br />By: Tim Gladhill, Community Development <br />5. 1. <br />Information <br />Title: <br />PUBLIC HEARING: Consider Preliminary Plat Approval of COR THREE North Commons; Case of Purmort <br />Homes, Inc. (Project No. 16-63) <br />Purpose/Background: <br />The purpose of this case is to consider a recommendation for a Preliminary Plat (Major Plat) for a 13 lot <br />single-family subdivision located north of Bunker Lake Boulevard. This plat was previously approved by the City; <br />however organic soil conditions were discovered and this portion of the project was canceled. Four (4) lots <br />abutting North Commons Park on the east side of Zeolite Street were completed from the original project. <br />Purmort Homes, Inc., has applied to complete the remaining thirteen (13) lots and understands the soil correction <br />needs. Please note that the attached plan set is titled Final Plat. However, the Planning Commission is processing <br />this plan set as Preliminary Plat. The Developer is simply avoiding preparing multiple plan sets. Staff finds this <br />acceptable, as the plan set includes more detail than required at this stage, a benefit to the Planning Commission's <br />review. <br />The previous case granting approval of the case is included as background information. <br />Notification: <br />Staff attempted to notify all Property Owners within 700 Feet of the Subject Property of the Public Hearing. <br />Observations/Alternatives: <br />The proposed lot sizes are generally slightly larger than the existing single-family lots in this district of The COR. <br />A shared stormwater pond is proposed in the rear yards of the proposed lots. <br />This project will also trigger the need to complete a regional stormwater improvement on the south side of Bunker <br />Lake Boulevard. As this is a regional stormwater improvement, it is the responsibility of the City to construct. <br />These improvements are paid by standard Stormwater Management Fees collected at the time of development, to <br />which the Developer will contribute. <br />At the time of publishing of this agenda, no formal opposition is noted. However, the City has received questions <br />and concerns about availability of parking due to lot size. Additionally, Staff has noted previous perception amongst <br />existing homeowners that this property was expected to remain undeveloped. It is Staffs understanding that this <br />parcel had been anticipated for development since the creation of the original Master Plan. The project has been <br />reviewed by the City Engineer and Public Works Superintendent. The existing roadways are adequately design to <br />accommodate this development proposal. <br />Funding Source: <br />All costs associated with processing the Application are the responsibility of the Applicant. No City Fees are being <br />requested for required improvements associated with the individual development. This development will, however, <br />trigger the need to complete a regional stormwater connection, which is an obligation of the City. This project will <br />be considered concurrently by the City Council upon consideration of this subdivision request. <br />Recommendation: <br />
