There are significant wetlands on the proper Ly that will need to be delineated and encumbered with
drainage and utility easements on the Preliminary and Final Plats. The project will be subject to review by the
Lower Rum River Watershed Management Orb.rri<:ul.,r. (LRRWMO) regarding both the wetland delineation
as well as stormwater calculations. Note that City Code now requires a sixteen and a half foot (16.5') setback
from a wetland edge and that the setback area be encumbered with drainage and utility easement. At the time of
Preliminary Plat application, an exhibit should be included that clearly indicates the minimum required setback and accompanying
easement encumbrance.
Trott Brook. A portion of the lots will back up to Trott Brook, which is a tributary of the Rum River. Thus,
the project is subject to the Scenic River Overlay District, which includes a 100 foot setback from the OHW
of Trott Brook and has controlled vegetative cutting standards as well. Additionally, lands within 300 feet of
the OHW of Trott Brook are subject to Shoreland Management re .__i__ ts. There is a Cor.,e.ruck and
Trail Easement encumbering significant portions of the rear yards of Lots 1-12, Block 2 that will prevent any
impervious surfaces or tree/vegetation removal in proximity
to Trott Brook. The Sketch Plan has been sent to the MN
DNR for review and comment.
Floodplains. There are floodplains within the boundaries of
the project area, including both Floodway and Floodfringe.
There shall be no fill placed within the Floodway (purple
shading). This appears to have an impact on the feasibility of
Lot 17, Block 2. Greater analysis of the Floodway boundary
will need to be completed and it will need to identified on the
Preliminary Plat so that a determination can be made as to
whether the placement of fill is even possible.
The Flood Insurance Study indicates that the flood elevation
is 871.5 feet (not 871 as shown on the Sketch Plan). The
lowest floor of any proposed home will need to be at or above the Regulatory Flood Protection
Elevation
