Regular Planning Commission <br />Meeting Date: 07/21/2016 <br />By: Tim Gladhill, Community Development <br />Information <br />5. 7. <br />Title: <br />PUBLIC HEARING: Consider Ordinance #16-06 Adding Definition of Net Density to Chapter 117 (Zoning and <br />Subdivisions) <br />Purpose/Background: <br />The purpose of this case is to consider an amendment to City Code to more clearly define the definition of Net <br />Density. Net Density is the calculation of number of housing units per net developable area. <br />Notification: <br />The Public Hearing was properly advertised in the Anoka County UnionHerald. <br />Observations/Alternatives: <br />The impetus for this case is recent development review where a discrepancy between the City's practice of net <br />density calculation and the Metropolitan Council's definition of net density. For consistency, Staff recommends that <br />Ramsey's definition be consistent with the Metropolitan Council's definition. This becomes especially important in <br />implementation of the Comprehensive Plan. <br />The only change in practice becomes now excluding local rights -of -way from net acreage. There are some other <br />areas that are now more clearly defined as being able to be excluded from buildable area (steep slopes, shoreland <br />protection areas, etc.). Net acreage is calculated by excluding non -buildable areas. A more detailed definition of <br />areas to be excluded from buildable area are included in the attached fact sheet. <br />The policy change will be relatively minor. It is rare that the calculations are close enough where local <br />rights -of -way will trigger the difference between compliance and non-compliance. Please note that the City has <br />implemented additional development standards to prevent 'over -building' of developable areas (minimum buildable <br />areas, etc.). <br />Funding Source: <br />This case is being handled as part of normal Staff duties. <br />Recommendation: <br />Staff recommends approval of Ordinance #16-06. <br />Action: <br />Motion to recommend that the City Council adopt Ordinance # 16-06. <br />Ordinance #16-06 <br />Net Density Fact Sheet (Metropolitan Council) <br />Attachments <br />Form Review <br />
