TITLE COR THREE NORTH COMMONS <br />PROJECT # 16-63 <br />DEPARTMENT: <br />TECHNICAL REVIEWER: <br />1BD <br />Community Development- Planning Division (Landscape Plan & Environmental <br />Resources) <br />Name: Chris Anderson, City Planner <br />Phone: 763-433-9817 <br />Email: candersonn,citvoframsev.com <br />We offer the following comments regarding the Landscape Plan prepared by Landform and dated June 2, 2016: <br />• Proposed species are generally acceptable. <br />• All required plantings shall be in located in the boulevard area (as shown on the plan). Additional <br />plantings can be installed on individual lots, but required landscaping shall be in the boulevard area. <br />• Trees shall be planted in the boulevard area and shall be spaced at thirty-five (35) feet on center with <br />spacing deviations possible due to driveway, hydrant, and/or street light locations. Any deviations <br />from the thirty-five (35) foot spacing requirement shall receive approval by the City prior to <br />installation of tree(s). The plans must be revised to incorporate this language. <br />• If individual Home Builder is responsible for installation of trees, how will it be determined which <br />lots are responsible for trees right at a common boundary line? <br />• Based on spacing, it appears that there should be trees added to the Landscape Plan between Lots 4 <br />& 5, Lots 6 & 7, and Lots 11 & 12. Please update the plans according. <br />• Whether the Developer of Home Builder, the trees shown in the Plant Schedule on Sheet L2 1 shall <br />be the species installed. This will ensure a more consistent appearance and eliminate any chance of <br />an unapproved species from being planted. Any deviation from the Plant Schedule shall require approval of <br />the City prior to installation. This note must be added to the plans. <br />• Branching of boulevard trees shall begin no lower than six (6) feet above ground. Please add this note to <br />the Plant Schedule and/or the Deciduous Tree Planting Detail. <br />• No plantings shall be located within the vision clearance triangle as defined within City Code Section, <br />117-348. The vision clearance triangle shall be added to the Landscape Plan and plantings shall be adjusted <br />according to eliminate any conflicts. <br />• Boulevard width shall be at least six (6) feet in width. The plans must be revised to indicate the boulevard <br />width. <br />• The boulevard area must be improved with topsoil and sod. The plans shall be revised to note this. <br />• The project is subject to the City's topsoil requirement, which states that all disturbed areas not <br />otherwise improved with walkways, driveway, home and other impervious surfacing, shall receive four <br />(4) inches of topsoil meeting the City's topsoil specification, including boulevard areas. A <br />topsoil inspection is required prior to landscaping being installed and copies of the load tickets are <br />required as well. This is reviewed at time of Building Permit Application and request for Certificate of <br />Occupancy. Please update the Landscape Notes to include this requirement <br />Please submit a revised landscaping plan that addresses these matters (specific corrections are outlined below). <br />
