4.01: Consider Authorizing Work Order for WSB to assist with Shovel Ready <br /> Certification Process <br /> Economic Dev. Mgr/Assistant City Administrator Brama presented the staff report. <br /> Mr. Erik Moss and Mr. Jim Granberg were present at the meeting. <br /> Chairperson Steffen asked why they are getting these properties certified now and not when they <br /> were listed two to three years ago. <br /> Economic Dev. Mgr/Assistant City Administrator Brama stated they were not certified <br /> previously because of staff workload. <br /> Economic Dev. Mgr/Assistant City Administrator Brama reviewed the parcels they are looking <br /> at getting certified. <br /> Chairperson Steffen asked if the six parcels align with the WSB proposal. <br /> Economic Dev. Mgr/Assistant City Administrator Brama stated they did. <br /> Chairperson Steffen asked why WSB started the certification with Parcel 37. <br /> Economic Dev. Mgr/Assistant City Administrator Brama stated the reason was because <br /> interested parties were stalling on purchasing the property because of the unknowns. <br /> Member Skaff asked where the cash will come from. <br /> Economic Dev. Mgr/Assistant City Administrator Brama stated the money will come from TIF <br /> 91. He stated the EDA sold land to Diamond Graphics a number of years ago and the funds were <br /> earmarked a number of years ago for this project. <br /> Mr. Granberg stated what the shovel ready program does is gets rid of risks so when a potential <br /> buyer comes in they already know what is on the site. <br /> Chairperson Steffen asked if the engineering services would be done by a buyer anyway or is this <br /> something above and beyond what a buyer would do. <br /> Mr. Granberg stated the buyer would probably not purchase a parcel with unknowns on it and <br /> they would have to get the services done anyways. He stated the cost of the property would <br /> lower if the site is not shovel ready. <br /> Chairperson Steffen asked if the information on the site be listed on a site for review. <br /> Mr. Granberg stated it would.
