EDA BUSINESS <br /> 4.01: OGA Purchase Agreement <br /> Member Brunt arrived at 7:33 a.m. <br /> Economic Dev. Mgr/Assistant City Administrator Brama presented the staff report. He stated <br /> that staff recommends that the EDA go into closed session when prepared to discuss the terms of <br /> the deal. <br /> Motion by Member Skaff, seconded by Member Burandt, that the EDA go into closed session <br /> discussion to discuss the proposed OGA Purchase Agreement at 7:37 a.m. <br /> Motion carried. Voting Yes: Chairperson Steffen, Members Skaff, Burandt, Brunt, LeTourneau, <br /> Skaff, and Williams. Voting No: None. Absent: Members Hardin and Riley. <br /> The EDA returned to open session at 8:22 a.m. <br /> Economic Dev. Mgr/Assistant City Administrator Brama stated that they have struggled with <br /> finding the best location for the OGA site, noting that three options were outlined in the staff <br /> report. He stated that the best fit appeared to be the first location, to the south of Casey's. <br /> Community Development Director Gladhill stated that the site selected has the most challenges <br /> in terms of planning and zoning and would rely on a private road that has challenges on its own <br /> because the property is landlocked. He stated that at some point, Peridot Street would need to be <br /> constructed and noted that perhaps the revenue from the sale of properties in this area be <br /> reserved for construction of that roadway. <br /> Member Skaff asked if Casey's would ask for reimbursement as they constructed that private <br /> road. <br /> Community Development Director Gladhill explained that although Casey's constructed that <br /> roadway, the City owns it. <br /> Economic Dev. Mgr/Assistant City Administrator Brama stated that this agreement would place <br /> the remaining construction of the private drive from Casey's to this property on the developer. <br /> He stated that staff is attempting to accomplish a policy that would make it easier to review <br /> requests rather than reviewing elements on a case by case basis. <br /> Chairperson Steffen stated that the proposed location would seem to be the major issue. <br /> Brian Pankratz, Vice President of Land Services with CBRE stated that from a traffic standpoint, <br /> the location may not be ideal but this would fit into where development has started.
