3. EXISTING CONDITIONS <br /> 3.1 Storm Sewer/Drainage Systems <br /> This area is generally relatively flat with minimum elevation change. The existing stormwater <br /> runoff drainage system serving the Deerwood plat area includes a system of roadside ditches and <br /> driveway culverts within existing street right-of-ways, which all drain into wetlands, County <br /> Ditches, and/or land-locked depressions. <br /> The house at 17421 Gibbon Street NW is a split level style with a 4 foot basement. The nearest <br /> wetland and easement recorded on the plat are on the north side of the next lot to the north and <br /> extend onto the 2nd lot to the north. The address of the parcel with the majority of the wetland is <br /> 17511 Gibbon Street. There is a drainage and utility easement on the west side of Gibbon Street <br /> that connects to the easements on the Wildwood Acres plat. West of the Wildwood acres plat is <br /> an un-platted parcel. A County Ditch runs through this parcel. There is a drainage and utility <br /> easement on the west side of Gibbon Street across from the wetland at 17511 Gibbon Street. This <br /> easement also connects with the easements on Wildwood Acres. <br /> 3.2 Watermain <br /> No watermain exists in this area of the City. <br /> 3.3 Sanitary Sewer <br /> No sanitary sewer exists in this area of the City. <br /> 3.4 Streets <br /> Gibbon Street is in the Deerwood Plat which was recorded in 1974, prior to the incorporation of <br /> the City of Ramsey. The plat dedicated drainage and utility easements over some of the existing <br /> wetlands, and over the County Ditch that runs across the north side of the plat. The ditch runs <br /> through wetlands were not encumbered with drainage and utility easements. Record documents <br /> do not show any culverts under the roads. Storm water management was not required when <br /> recording plats at that time. Is <br /> The area to the west was platted in 1991 as Wildwood Acres. This plat provided drainage and <br /> utility easements over the wetlands in the plat. There are also drainage and utility easements <br /> along the lot lines from the right-of-way to the wetlands. <br /> 3.5 Land Use <br /> The proposed improvements are located entirely within residential areas. <br /> Feasibility Report <br /> Gibbon Street and 173rd Avenue Drainage Improvements <br /> City of Ramsey Project No.16-88 Page 5 <br />
