Councilmember DeLuca stated that he is in favor of perimeter frost footings and feels they are a necessity in commercial and industrial areas. Adopt Ordinance AdoDtin~ 1985 Uniform Buildin~ Code And 19~7 $:ate Buildin~ Code: Motion by Councilmember Cox and seconded by Councilmember Sorteberg to adopt Ordinance ~87-3 adopting the 1985 Uniform Building Code and 1987 State Building Code. Further Discussion: Building Official Erickson stated that both of the codes have minor changes in them; the UBC has a fee schedule change; both the SBC and UBC require charging 65% of the building permit fee for plan check versus the flat $30 rate currently charged for residential permits. Mr. Erickson stated that he recommends continuing with the 1979 fee schedule and increasing the plan review fees to 45% of the building permit fee and gradually work up to the 65% figure. Councilmember Cox inquired if the State is mandating these increases. Mr. Erickson replied that the State is not mandating the change in fee schedules but is requiring that plan checks be charged at a rate that is 65% of the building permit fee. Council expressed concern with the increase to the plan review fee, especially in situations where there is construction of several units identical in structural design but the plan review fee is charged several times and real effort was only put into the initial of those plan reviews. The City Attorney recommended that Ramsey begin charging at a rate comparable to what other cities are charging. Councilmembers Cox and Sorteberg restated their motion as follows: Motion by Councilmember Cox and seconded by Councilmember Sorteberg to adopt Ordinance #87-3 adopting the 1985 Uniform Building Code and 1987 State Building Code and further, to retain the 1979 fee schedule and increase plan review fees to 45% of the building permit fee. (Please refer to ordinance file for Ordinance #87-3) . Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, DeLuca and Pearson. Voting No: None. Case #6: Request For Conditional Use Permit To Use A Temoorary Structure For Office Space To Sell Automobiles In The B-I' Business' District: Case Of Mr. Larry Rudesil!: Mr. Rudesill was present and Ms. Norris stated that he is requesting a conditional use permit to use a temporary structure for office space to sell automobiles at 7009 }Iwy. #10; auto sales is a permitted use in this area. The Police department has recommended obtaining a letter from the State stating that the temporary structure meets requirements for permanent office space required by State statute.
