PROCEEDINGS OF CITY COUNCIL <br /> CITer OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a continuation of the May 26, 1987 <br />regular City Council meeting on Tuesday, May 28, 1987 at the Ramsey <br />Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Steve DeLuca <br />Councilmember A1 Pearson <br />Councilmember Arnie Cox <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Community Development Director Anne Norris <br />City Attorney William Goodrich <br /> <br />C. ALL TO <br /> <br />Mayor Reimann called the continuation of the May 26, 1987 Council meeting <br />to order at 6:12 p.m. <br /> <br />COUNCIL BUSINESS <br /> <br />Case ~i: <br /> <br />Bequest For Preliminary Plan Aooroval Of'Pineview Estates <br /> Second Addition Planned Unit Develooment And Adont Ordinance <br /> R~zoninF Prooerty FrQm I-1 Indus:rial To PUD Planned'Unit <br /> Development; Case Of Mr. Gilbert Menkveld And Mr. Art 'Raudio: <br /> <br />City Attorney Goodrich reviewed Section 170.016K of the City Code which <br />outlines the criteria to be considered when reviewing planned unit <br />development proposals. <br /> <br />Mayor Reimann expressed concern with responsibility for enforcing <br />development requirements outlined in the restrictive covenants. He noted <br />that it is difficult to mix two uses on one piece of property and he <br />doesn't want staff workload to increase because of policing problems in <br />that area. <br /> <br />Mr. Goodrich replied that there can be a homeowners association created to <br />address compliance but the next hurdle .is whether or not that association <br />will cooperate and police it's area. <br /> <br />Councilmember Cox noted that the problems could be to a greater degree if <br />the land were developed with industrial uses as it is currently zoned for <br />considering it is adjacent to residentially zoned property. <br /> <br />Councilmember DeLuca noted that commercial development in that PUD will be <br />required to go through the site plan process and at that time Council has <br />some leverage to encourage commercial'development that is compatible with <br />City Council/May 28, 1987 <br /> <br />Page 2 of 5 <br /> <br /> <br />
