Of.Duane And
Bonnie Lundeen:

Mr. Lundeen stated that he would like to expand his restaurant operation
and live on the premises.

Chairman Peterson inquired if proposed airport improvements would interfere
with Mr. Lundeen's plans.

Commissioner Hendriksen stated that he believes Mr. Lundeen's property is
not in the airport clear zone.

Commissioner Shumway arrived at this time.

Mr. Lundeen inquired if there are any height restrictions; if there is, he
could excavate for a restaurant but would rather not as it is costly. Mr.
Lundeen commented that Anoka County has no concerns with the proposed
building if sources are constructed appropriately and adequately. Mr.
Lundeen also stated that he will expand his parking area and his immediate
family would be the only residents of the residential portion of the
building.

Motion by Commissioner Hendriksen and seconded by Commissioner LaDue to
recommend adoption of Findings of Fact 0161 relating to Duane and Bonnie
Lundeen's request for a conditional use permit.

Motion carried. Voting Yes: Chairman Peterson, Commissioners Zimmerman,
LaDue, Howell, Holm and Hendriksen. Voting No: None. Absent:
Commissioner Shumway.

The Commission reviewed the proposed conditional use permit agreement and
Ms. Norris noted that it should reference the required site plan review
process.

Chairman Peterson noted that the building would be governed by the general
B-1 Business District rather than Residential building requirements; not
aware of any residential zoning regulations that would be implied by
permitting the conditional use permit.

Commissioner LaDue stated that the agreement should restrict the
residential portion to only be used by owners of the structure.

Mr. Lundeen inquired if a sport shop is a permitted use in this area and
Ms. Norris responded that it is.

Motion by Commissioner LaDue and seconded by Commissioner Hendriksen to
recommend approval of Duane and Bonnie Lundeen's request for a conditional
use permit to construct an addition for residential use on the property at
Planning & Zoning/May 5, 1987
