property owners. <br /> <br />Commissioner Shumway stated that he feels Mr. Carson should discuss his <br />proposal with adjacent property owners; that the City should not <br />participate in extending utilities for only 56 lots. <br /> <br />Mr. Carson stated he would be opening up at least 160 acres for <br />development; he will review his proposal with other property owners. <br /> <br />Commissioner Zimmerman commented that the city should be considering <br />providing for additional development with utilities. <br /> <br />Commission consensus is that if other parcels were involved, the city might <br />consider participating in the cost of extending utilities. <br /> <br />Case #9: Discuss Requirin~ Soil Borings And' Percolation Test With <br /> B~ildin~ Permit A~plication: <br /> <br />Commissioner Howell stated that he is concerned that the Building <br />Department is not familiar enough with soils in the community and the city <br />could incur liability by issuing permits erroneously. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Howell to <br />direct that the Building Department require certified soil borings and <br />percolation tests for all new construction. <br /> <br />Further Discussion: Commissioner Howell stated that his policy may be <br />reviewed again after staff is more familiar with the soils in Ramsey. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, Commissioners Z immerman, <br />LaDue, Howell, Holm, Hendriksen and Shumway. Voting No: None. <br /> <br />Case #12.; .Information Items: <br /> <br />The Commission noted information items contained in the agenda. <br /> <br />COMMISSION INPUT <br /> <br />Chairman Peterson told the Commission that he is resigning. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Hendriksen to <br />adjourn the regular Planning and Zoning meeting. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, Commissioners Zimmerman, <br />LaDue, Howell, Holm, Hendriksen and Shumway.
