People bought homes in that area because it is a quiet <br />neighborhood and it would be dangerous to the children to route a highway <br />through Flintwood. The additional easement needed would bring the street <br />right up to the front doors of homes. Rerouting #47 would kill existing <br />businesses and drive away those businesses planning to be on #47. Stated <br />that she has also heard that the State is not anxious to fund this <br />rerouting at this point, therefore, those persons residing'in that tax <br />increment district will problably pick up a large part of the tab. Using <br />the rerouting alternative that does not include Dysprosium makes more <br />sense as it reroutes around the fairgrounds but still brings traffic along <br />side of the businesses on #47. This alternative also impacts one home <br />rather than 50-100. <br /> <br />Clayton Berg - Stated that he is one of the developers of property along <br />Hwy. #47 and he agrees with Mr. Hellem and Ms. Kyker; heavy traffic should <br />not be routed through a residential development. Mr. Berg also stated that <br />developers have purchased commercial property with highway frontage and <br />they expect to have that highway frontage continue. <br /> <br />Gene Denler - Coordinator for Barnett Builders - Stated that Barnett has <br />purchased 33 lots on Dysprosium which are selling very well. Buyers are <br />young people with one or two small children and rerouting a highway through <br />the neighborhood will hinder sales. <br /> <br />Clayton Berg - Stated that the connection of Dysprosium to Cry. Rd. #5 is <br />inevitable because it has been designated MSA. The intersection of Cry. <br />Rd. #5, Hwy. #47 and Dysprosium should be designed to discourage traffic <br />from Hwy. #47 from going down Dysprosium. <br /> <br />Charles Ronnebaum - 5393 141st - Stated that it appears the intersection of <br />Cty. Rd. #5, Hwy. #47 and Dysprosium is the first step in rerouting Hwy. <br />#47. <br /> <br />Clayton Berg - Stated that he was involved in the planning that took place <br />6-7 years ago for that whole area and the original intent was for traffic <br />from Cry. Rd. #5 to go down Dysprosium to relieve traffic problems on Hwy. <br />#47. <br /> <br />Councilmember Cox stated that there is a whole combination of problems <br />arising from development in Ramsey. It has been planned for many years to <br />utilize the approach Mr. Berg refers to, not having any idea at all that <br />the Thurston Avenue bridge would be there. It is agreed by many that the <br />rerouting to Dysprosium may not be the chosen alignment and if it is Cty. <br />Rd. #5 and we want to use county funds, we still have to do a study to <br />determine cost of acquisition. It is encumbent upon this council to keep <br />things moving with respect to extending Cty.
