bill with Councilmember Pearson. <br /> <br />Motion carried· Voting Yes: Mayor Reimann, Councilmem].. s S rteberg, Cox, <br />DeLuca and Pearson· Voting No: None. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca <br />authorizing City Staff to draft a resolution establishing a policy that <br />will indicate it is not the responsibility of Ramsey's contracted <br />vendors to provide professional services to the general public unless prior <br />authorization is obtained from the City Administrator and/or City Council. <br /> <br />Further Discussion: Councilmember DeLuca stated that the policy should <br />also establish whether or not it is the responsibility of staff to <br />determine if petitions for referendums submitted are in proper legal form. <br />Councilmember Cox stated that making sure a petition is in property legal <br />form is the responsibility of those persons submitting it. City Attorney <br />Goodrich created a scenario of a petition not in proper legal form being <br />submitted on the final day of the 30 day waiting period and inquired if the <br />citizens have lost their opportunity for referendum because the 30 days has <br />run out and there isn't time to redo the petition correctly. Councilmember <br />Cox stated that it is the responsibility of persons creating the petition <br />to have it reviewed by their own legal counsel to make sure it complies <br />with Charter requirements. Mr. Hartley noted that the policy should also <br />specify standard professional services that are provided by the city. <br />Councilmember Cox stated that there are also many issues that the City <br />Administrator has direction over and the city's budget makes it clear that <br />great amounts of his time cannot be expended on explanations that are <br />really the responsibility of the citizen to research . <br /> <br />Motion carried.
