PLANNING ;~::-ZONING COMMISSION
PUBLIC HEARING
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning and Zoning Commission conducted a public hearing on
Tuesday, October 6, 1987 at the 'Ramsey Municipal Center, 15153 Nowthen
Blvd. N.W., Ramsey, Minnesota regarding proposed amendments to Section
170.017 of the City Code establishing performance standards for grading,
mining and excavating operations.

Members Present:

Mr. Gerald Zimmerman, Chairman
Mr. Charles LaDue
Mr. Terry Hendriksen
Mr. Jim 'Howell
Mr. Roy Shumway
Mr. Michael Terry

Also Present:

Community Development Director Anne Norris
City Attorney William Goodrich

Members Absent: Mr. Jim Holm

CALL TO ORDER

Chairman Zimmer-man called the ~"~L.o.~ hearing to order at 8:20 p.m.

CITIZEN INPUT

Mr. Gary Sauer stated that the ordinance requires restoration within 60
days and noted that mining often goes into October and November making
restoration not possible until the following spring. The ordinance also
requires removal of equipment and Mr. Sauer stated that equipment should be
allowed to be stored on the property in an orderly fashion. The ordinance
requires access roads to be paved but the dust control regulations would
address that issue. The ordinance requires a topsoil depth of 6 inches;
placement of 6 inches of tcpsoi! should not be a requir~,~.-.ent as some cf the
areas have less than 6 inches of topsoil before grading and mining begin;
no selling of topsoil would address the city's concern.

Gerald P, ehbein referred ~. ~= dust ~cntrc! recuirements an
excessive winds should be a dete?mination of the City En_~ineer on the site
and not tied to a certain wind velocity_ ~ speeds, being experienced =+~ the
Minneapo!~= airport or radio stations.

Mr. Arthur P~zudic - Recuested that the public be given more time to review
the ordinance and submit commen~s.

~ 987
Z/Public Rearing/October 6,~

Page ! of 2
