Councilmember Cox stated that he feels the Park Board applications for L~CON funds were for low priority items; LAWCON money should be pursued for P~ver's Bend Park and that would leave more City m0~ey left for Central Park. Omirman richter stated that there was a transfer of City funds designated for use at River's Bend Park and inquired as to how Council wants that money spent. Gouncilmember Cox stated that there was no discussion to use tax money for River's Bend Park. councilmember Cox also stated that people should work together instead of against each other at fund raisers. Chairman Lichter inquired if tax increment revenues are to be used for develcimmnt of River's Bend Park. Mayor Reimann stated that tax incr~ent can be used to develop another area within the tax increment develolmmnt district. Counafl has designated tax increment to be used to bring sewer and water to the industrial/6ommercial Chairman Lichter stated that about 8 years ago, the City received I2~CON money for a trail system to be developed between Pamsey School and Ramsey ·errace and he believes the L~ grant approach should be .continued for that area of the City. At the same time, the City needs additional active use facilities and the Park Commission feels that effort should he directed towards Central Park in order to avoid maintenance costs that would result from having several facilities. Chairman Lichter stated that the Commission is also considering expanding hockey facilities at Central Park. commissioner Netland stated that the Commission' has been considering alternatives like moving all of the skating facilities to Central Park or expanding the facilities at Central Park and maintaining existing facilities at the school. Mayor Reimann stated that he bs~_ discussed the need for additional skating facilities with the School District. ~he School District wants the skating facilities to remain at the school but they don't want to participate in the maintenance of the rinks. Mayor Reimann suggested that the pleasure rink remain at the school and hockey rinks be developed at Central Park. Co~ci~r Cox stated that Ramsey is a community of 12,000 that is paying school district taxes but Bam~ey (~ly has one school; most of the school district's participation goes to other parts of the district where there are concentrated areas of where schools are. ~. ~dge inquired as to the outlook in this year's budget for park Councilmember COx stated that Council is waiting for recommendations fr~m the Park Board in order to make budget decisions; that he thinks the 1987 budget settled OUt at $68,000 for parks.
