hearings stating the dangers of having a landfill in close proximity to <br />airpo:ts. Federal airport zoning regulations impose specified height <br />restrictions and land uses within certain specified distances from <br />airports. The present lan~f~ site falls within these limitation areas. <br />Granting this expansion proposal will probably severly jeopardize airport <br />develolm~ent. Mr. Fountain stated that he believes Waste Management's <br />proposal is an attempt to force a decision between airport development and <br />continued landfLll operations within the city, which would likely involve <br />Waste Management. Mr. Fountain quoted the following from the April 16, <br />1985 Council minutes.. "Councilramber Cox suggestedthat Waste Management <br />of Minnesota be encouraged to provide citizens of Ramsey with a couple of <br />free dumping days. Councilmspber COx stated that he realizes it should not <br />be an exchange process." Mr. Fountain stated that it clearly looks like <br />this proposal is a tit for tat exchange proposal which will place the City <br />of Pamsey in a position of supporting landfill expansion. Mr. Fountain <br />stated that on many occasions the city has adopted resolutions opposing any <br />and all landfill expansion with the city. The following excerpt is from <br />the August 27, 1985 Council minutes: "Councilmember Cox stated this <br />Council directed City Staff to _,~_ke it known that Pamsey doesn't want any <br />government body doing anything to encourage landfill expansion, to prepare <br />a resolution stating l~am~ey's opposition to any government body doing <br />anything to encourage landfill expansion." Mr. Fountain stated that <br />support of this and other resolutions, adopted by the Ramsey City Council <br />requires denial of this latest proposal for landfill expansion by Waste <br />Management of Minnesota. The following statement was made by Mr. <br />Moersfelder, attorney for Waste Management, and is found in the Council <br />minutes of February 12, 1985 and records Waste Management's game plan and <br />strategy for obtaining their request for expansion: "Waste Management felt <br />it appropriate to pursue the matter with Ramsey, and in fairness to Metro <br />Council, Waste Management of Minnesota Inc. wanted to be able to tell them <br />that one piece of the flapping tarp had been pinned down."
