hearings stating the dangers of having a landfill in close proximity to
airpo:ts. Federal airport zoning regulations impose specified height
restrictions and land uses within certain specified distances from
airports. The present lan~f~ site falls within these limitation areas.
Granting this expansion proposal will probably severly jeopardize airport
develolm~ent. Mr. Fountain stated that he believes Waste Management's
proposal is an attempt to force a decision between airport development and
continued landfLll operations within the city, which would likely involve
Waste Management. Mr. Fountain quoted the following from the April 16,
1985 Council minutes.. "Councilramber Cox suggestedthat Waste Management
of Minnesota be encouraged to provide citizens of Ramsey with a couple of
free dumping days. Councilmspber COx stated that he realizes it should not
be an exchange process." Mr. Fountain stated that it clearly looks like
this proposal is a tit for tat exchange proposal which will place the City
of Pamsey in a position of supporting landfill expansion. Mr. Fountain
stated that on many occasions the city has adopted resolutions opposing any
and all landfill expansion with the city. The following excerpt is from
the August 27, 1985 Council minutes: "Councilmember Cox stated this
Council directed City Staff to _,~_ke it known that Pamsey doesn't want any
government body doing anything to encourage landfill expansion, to prepare
a resolution stating l~am~ey's opposition to any government body doing
anything to encourage landfill expansion." Mr. Fountain stated that
support of this and other resolutions, adopted by the Ramsey City Council
requires denial of this latest proposal for landfill expansion by Waste
Management of Minnesota. The following statement was made by Mr.
Moersfelder, attorney for Waste Management, and is found in the Council
minutes of February 12, 1985 and records Waste Management's game plan and
strategy for obtaining their request for expansion: "Waste Management felt
it appropriate to pursue the matter with Ramsey, and in fairness to Metro
Council, Waste Management of Minnesota Inc. wanted to be able to tell them
that one piece of the flapping tarp had been pinned down." Mr. Fountain
requested that Council please support resolutions and exercise sc~e control
of this matter.

Motion by Councilmember Pearson and seconded by Councilmember COx to
approve the agenda with the following additions:

Case 923: Highway %10 Corridor Study and Proposed Use Of C~G Funds

Case ~24: Review of Gambling License Applications; Case of Anoka
County Pheasants Forever and Cystic Fibrosis Foundation

Mayor and Council Inlmlt:

a) ~am Lake challenge of Metro Council activities
b) Status of previous discussion regarding reducing speed limit on
167th
c) Scheduling of joint City Council/Planning & Zoning meeting
d) Scheduling of Personnel Committee meeting
e) Report of business operating in residential area (154th &
Armstrong)
City Council/March 24, 1987
