State funds historically have been <br />provided by the Legislative Commission on Minnesota Resources <br />(LCMR). At its August 1986 budget hearings, the LCMR decided to <br />request funding for this program through Capital Bonding, rather <br />than through its diminishing cigarette tax appropriation. That <br />request will be acted on by the full Legislature during the <br />current session. <br /> <br />While the Legislature may alter funding levels or program <br />specifics~ the Community Development Division anticipates <br />administering two grant programs for outdoor recreation. <br />Preliminary application procedures are detailed in this manual <br />for each of the following categories: <br /> <br />Traditional Grants <br /> <br />These grants are funded with federal LAWCON and/or slate funds. <br />They are provided to acquire and/or develop outdoor recreation <br />areas that best meet the priorities established in the State <br />Comprehensive Outdoor Recreation Plan (SCORP). These priorities <br />focus on natural resource-based facilities, such as beaches, <br />trails~ and boat launches.
