MINNESOTA <br />Department of Energy <br /> E ono c Development <br /> <br />Community Development Division <br />296-5005 <br /> <br /> 900 American Center <br />150 East Kellogg Boulevard <br /> St. Paul, Minnesota 55101 <br /> <br />DATE: March, 1987 <br />TO: Local Government Officials <br />FROM: Outdoor Recreation Grants Program Staff <br /> <br />RE: Fiscal Year 1988 Federal and State Outdoor Recreation <br /> Grants For Local Units of Governments <br /> <br />This manual contains the basic information and preapplication <br />forms for the fiscal year 1988 Outdoor Recreation Grant Cycle. <br />Federal funds for this program are from the Land and Water <br />Conservation Fund (LAWCON). State funds historically have been <br />provided by the Legislative Commission on Minnesota Resources <br />(LCMR). At its August 1986 budget hearings, the LCMR decided to <br />request funding for this program through Capital Bonding, rather <br />than through its diminishing cigarette tax appropriation. That <br />request will be acted on by the full Legislature during the <br />current session. <br /> <br />While the Legislature may alter funding levels or program <br />specifics~ the Community Development Division anticipates <br />administering two grant programs for outdoor recreation. <br />Preliminary application procedures are detailed in this manual <br />for each of the following categories: <br /> <br />Traditional Grants <br /> <br />These grants are funded with federal LAWCON and/or slate funds. <br />They are provided to acquire and/or develop outdoor recreation <br />areas that best meet the priorities established in the State <br />Comprehensive Outdoor Recreation Plan (SCORP). These priorities <br />focus on natural resource-based facilities, such as beaches, <br />trails~ and boat launches.
