Mr. M~rland Otto, oonsulting engineer for the. a/rport ~mprov .e~ent projec_t,
was present and stated that the purpose ~f airport zoning is to prctect the
pubitc investment in develoImmnt of an airport, assures the community the
option to go ahead with airport improvements and protects airport and
aircraft users while protecting people and property. There are two types
of zoning~ 1) height limitation zoning; 2) land use safety zoning.
Typically, airport zoning is accomplished by a joint zoning board
representing the affected agencies, which in this case would be Ramsey,
Anoka, Champlin, Dayton, Anoka County and Rennepin County. In situations
like Pamsey's where the City does not own or control the airport, State
statute provides that the individ~ city ca~ adopt a zonin~ ordinance and
request other affected agencies to adopt similar ordinances. Hr. Otto
proccco~d to review the proposed airport zoning ordinance, defining the
various safety zones, height limitations and land use restrictions.

Mr. Hartley stated that .airport zoning timing is a major issue because it
could be as much as 1-1/2 years fr~ the time zoning is implemente, d until
Ramsey has authorization to begin property acquisition. The Minnesota
Department of Transporation, Aeronautics Division, has indicated that at
some point in time the State would help in property acquisition, even
before FAA gets .involved. Any of the State's advanced participation would
be on a 2/3 - 1/3 basis. When FAA funding is approved, they reimburse the
State and the City for their share. T~e time frames are such that the City
may have to aequire property at 100% of the cost, even before MN DoT is
ready to participate. As far as MN DoT and FAA reimbursement, there should
not be any problem so long as the City follows proper procedures in making
acquisitions. ~e City will know if MN DoT is Participating after the
Environmental Impact Statement is completed; FAA and MN DoT are reviewing
the oontracts for the EIS at this time; will contact those agencies to
expedite contract approval.

Mr. Otto stated that MN DoT has expressed conoern with respect to Ramsey's
airport zoning being accomplished by the City and not a joint zoning board
of the impacted agencies; they would like to see some type of liaison
established with the other agencies (Anoka, Dayton, (~nmplin, Anoka County
and Hennepin County) letting them know how they will be impacted.

Mr. ~artley stated that staff will set up appoin~ts to communicate with
those agencies regarding Ramsey's pending airport zoning and the impact to
th~m.

Mr. Otto stated that another concern of MN DOT is that the Zoning Ordinance
proposes that City Council will serve as the Airport Zoning Board and
Planning and Zoning will serve as the Airport Board of Adjustment. It is
MN DoT's recommendation that in order to provide the necessary expertise,
the Airport Board of Adjustment be oomprised of a combination of Airport
and Planning C(m~ission m~bers.

Motion by Councilms~ber Cox and seconded by Councilmember Sorteberg to
adopt Resolution %87-39 authorizing that the Ramsey City Council will serve
as the Airport Zoning Board. (Please refer to resolution file for
Resolution %87-39).

Motion carried. Voting Yes: Mayor Reimann, Councilm~mhers Sorteberg, COx,
Sp Council/February lO, 1987
