ATTACHMENT 4 <br /> <br />COMPREHENSIVE PARK PLAN <br /> RIVER'S BEND PARK <br /> CITY OF RAMSEY <br /> <br />As noted earlier, the land for River's Bend Park was donated to <br />the City in 1981, subsequent to the City's adoption of its Park <br />and Open Space Comprehensive Plan. However, the City Council has <br />adopted resolution~ regarding the City's commitment to the <br />development of River's Bend Park. Attached are Ramsey <br />Resolutions ~85-225 and 987-80. In addition, at a recent (March <br />]2, 1987) joint meeting of the Ramsey City Council and Park and <br />Recreation Commission, the Council reaffirmed its commitment to <br />the development of the River's Bend Park. Since the land was <br />donated to the City in 1981, the Council has pursued development <br />of the park. The City unsuccessfully approached Anoka County for <br />development of the park as a regional facility. <br /> <br />Attached are excerpts from the City's Comprehensive Park and Open <br />Space Plan adopted in 1 980 and included in the City's <br />Comprehensive Plan. The Park Plan outlines the Park and <br />Recreation Commission's plans based on citizen input for park <br />land development. This plan notes that the City needs to develop <br />park areas with athletic facilities and large active use <br />areas. <br /> <br />The facilities in the park will be open to the public; no fees <br />will be charged to users of the park. Development of the park is <br />designed so that there is minimum conflict and maximum complement <br />between the park uses and the adjacent residential uses. By <br />developing River's Bend Park, the City is achieving several <br />objectives. First, it is developing a much needed recreational <br />facility for use by the entire community. Secondly, the City <br />will be increasing the utility of a flood plain area while <br />protecting that area in accordance with adopted regulations. <br /> <br /> <br />
