Division) and communities will have the option to investigate their own felony
crimes rather than having to pass them on to ACCID for investigation.

Councilmember Cox stated that he abstained from voting on the proposed policy
change because even though the new process might lend itself to better law
enforcement, it oould end up costing more money for added personnel if the
city chooses to investigate it's own felony crimes. Members should not have
been expected to vote on an issue prior to it being reviewed by their full
councils.

Motion by Councilmember Cox and seoonded by Councilmsmber DeLuca directing that
City Council review it's policy regarding representative voting on issues that
have not had prior review by the full Council.

Further Discussion: Councilmember Cox stated that other than the name change,
the only major change to the process is that individual communities will have
the option to investigate their own felony cases; cost for MCIU (ACCID)
services will not decrease because that agency will not be decreasing it's
number of employees; certain classifications of crimes must still be
investigated by MCIU (ACCID).

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
Schlueter and DeLuca.
