Norris, C~m~ty Develolm~nt Director <br /> <br />%3: <br /> <br />At one of your meetings, the C~ssion requested staff to research whether <br />power easements could be used for recreational trails. I discussed this <br />with Pat Cairns with the United Power Association (UPA). He stated that <br />the power company has no objections to trails on their easements; <br />recreational trails would not be inconsistent with their use. ~owever, Mr. <br />Cairns noted that he would be concerned about guy wires that don't <br />currently have guy guards on them and would request that if the City <br />proceeds with putting trails on power easements, the UPA be notified. <br /> <br />As you know, even though the power company has easements across properties, <br />the property itself still belongs to the property owner. I also discussed <br />this matter with the City Attorney and he stated that even though the power <br />company has an easement, they don't own the property and the City would <br />need to obtain easements from the property owner to use that property for <br />recreational trail purposes. <br /> <br />Recommendation .. <br /> <br />Commission Action: <br /> <br />Will be based on your discussion. <br /> <br /> <br />
